November 11 - International Energy Saving Day
In order to implement the provisions of the Decree of the President of the Republic of Belarus of June 14, 2007 No. 3 "On priority directions for strengthening the economic security of the state", the Law of the Republic of Belarus of January 8, 2015 No. 239-Z "On energy saving", and also in connection with the celebration of the International Energy Saving Day on November 11, the Department for Energy Efficiency is initiating the republican information and educational campaign "Belarus - an energy-efficient country" to be held from November 8 to November 12, 2021.
The goal of the campaign is to draw the attention of the public, the younger generation - each of us - to the economical and rational use of energy resources, to the possibilities of developing renewable energy sources and other advanced "green" technologies, and to preserving the environment and climate.
In the Republic of Belarus, great attention is paid to the tasks of energy and resource saving, and ensuring an increase in the country's energy security level. To fulfill the tasks set by the state in the field of energy saving, a number of program documents are being developed and implemented, including state programs "Energy Saving" approved for five-year periods. The state program "Energy Saving" for 2021-2025 was approved by the Resolution of the Council of Ministers of the Republic of Belarus No. 103 of February 24, 2021.
The goals of the state program are: to restrain the growth of gross consumption of fuel and energy resources (FER) with the economic development of the country, and to further increase the use of local FER, including renewable energy sources (RES). The program establishes annual indicators in the field of energy saving: tasks for saving FER, target indicators for energy saving, for saving light petroleum products, for the share of local FER and RES in the total consumption of boiler and furnace fuel (BPF).
For 2021, the Vitebsk Regional Executive Committee has been set a target for saving fuel and energy resources (FER) of 62 thousand tons of conventional fuel and a target indicator for energy saving of minus 1.3%. For January-September 2021, due to the implementation of energy-saving measures in 2020-2021, an actual economic effect of 63.246 thousand tons of conventional fuel was achieved, or 102% of the annual target, and an actual target indicator for energy saving of minus 1.8%.
Despite a challenging year for the country, organizations in the Vitebsk region successfully implemented energy-efficient measures. In total, over 9 months of 2021, 1910 measures were implemented, including the replacement of 77 low-efficiency boilers with energy-efficient ones, 153 pumps in heating and water supply systems, 68,586 lamps with energy-saving ones, thermal renovation of building envelopes covering 48,356 sq. m, replacement of window units with double-glazed windows covering 18,015 sq. m, and much more.
Crucial importance is attached to the modernization and technical re-equipment of production facilities with the introduction of modern resource- and energy-saving technologies, equipment, and materials. In 2021, 38 measures were implemented in the region to improve technological processes, and 1222 units of technological equipment were replaced with energy-saving ones, including those with the highest annual economic effect:
Installation of high-performance DD-600 refiners at the "Krasnaya Zvezda" Paper Mill Branch of OJSC "Svetlogorsk Pulp and Cardboard Mill" in Chashniki on March 31, 2021 – 179 tons of conventional fuel.
Utilization of the thermal potential of distiller's grains for technological heating needs at the Bogushevsk Distillery of OJSC "Vitebsk Distillery "Pridvinye" on January 4, 2021 – 322 tons of conventional fuel.
Improvement of technological processes for forming, drying, and firing bricks at OJSC "Obolsky Ceramic Plant" on June 15, 2021 – 368 tons of conventional fuel.
Optimization of network water heating schemes for heating needs at OJSC "Vitebskdrev" on January 1, 2021 – 201 tons of conventional fuel.
Replacement of 2 SMV-19 M drawing lines in production workshop No. 1 with modern energy-efficient ones at LLC "PO "Energokomplekt" on April 1, 2021 – 199 tons of conventional fuel.
Replacement of a KTC-200 air conditioner with an air conditioner equipped with a variable frequency drive and automatic thermal load regulators at OJSC "Polotsk-Steklovolokno" on January 29, 2021 – 225 tons of conventional fuel.
Utilization of process heat at the "Elementary Sulfur Production" facility (stages 1-2) for steam generation at Naftan OJSC on January 29, 2021, February 08, 2021 - 14629 tons of conventional fuel.
The region continues to work on increasing the use of local energy resources, including RES, and implementing investment projects for the introduction of energy sources that use the energy of water, wind, sun, and geothermal sources.
The "Energy Saving" program for 2021-2025 provides for the introduction of 14 energy sources based on local energy resources with a total thermal capacity of 56.3 MW at the facilities of the main department of housing and communal services of the Vitebsk Regional Executive Committee and 5 heat pumps at the facilities of UP "Vitebskoblavtodor" within five years.
In 2021, the following boiler houses were reconstructed:
Central boiler house in Shumiilino urban settlement with the installation of two boilers with a capacity of 3 MW each, with mechanized fuel loading, at the mechanized boiler house of UP ZhKH Shumilinsky District;
Central boiler house with the installation of two boilers operating on local fuels with mechanized fuel loading at KUP ZhKH "Braslav-kommunalnik", 2 boilers with a capacity of 3 MW each;
Boiler house on Mira Street in Verkhnedvinsk with the installation of 2 boilers with capacities of 3 MW and 1 MW, with mechanized fuel loading, at the mechanized boiler house of Verkhnedvinsk GRUPP ZhKH.
By the end of the year, the "Reconstruction of the Central Boiler House in Ushachi urban settlement" of UP ZhKH Ushachsky District will be completed, with the introduction of 2 boilers with capacities of 3 MW and 1 MW, with mechanized fuel loading at the mechanized boiler house.
The "Construction of a boiler house for waste utilization with the replacement of thermal energy in hot water obtained from Orsha CHPP" at RUPTP "Orsha Flax Mill" is nearing completion, with an annual economic effect of 1469 tons of conventional fuel.
In January-September 2021, non-traditional energy sources generated 213,763 thousand kWh, which is equivalent to providing electricity to districts such as Polotsk or four districts like Vitebsk.
Great attention is paid to conducting large-scale explanatory work on the need for rational use of fuel and energy resources. Within the framework of this activity and in connection with
On the International Day for Energy Saving, the Department for Energy Efficiency and regional inspectorates are organizing a series of thematic events: round tables, training seminars, open lessons and information hours, direct telephone lines – to answer the most pressing questions from citizens and organizations, interviews and press conferences for media representatives.
The tasks in the field of energy saving for the coming years are defined by the state program, their implementation is a complex, multifaceted work, the result of which depends on all of us – informed, responsible and caring citizens of our country.
