By 2030, 25 multi-story buildings are planned to be erected in the Vitebsk microdistrict Tarny
The detailed plan for the Tarny residential area was developed by UP "Vitebskzhilproekt" and is undergoing public discussion, which will last until February 22. The development of the territory is planned to be carried out in two stages (within the current five-year period, then until 2030), and it is proposed to start with the block in the area of 1st Pribrezhnaya Street. According to the developers, housing will be built on vacant plots of land and on those freed up after the demolition of structures. The volume of new housing construction is estimated at almost 216 thousand square meters of total area, which means that more than 3.4 thousand apartments will be built for about 8.6 thousand people. As a result, with the full development of this territory, the population of the microdistrict will exceed 11 thousand people, or increase by 4.5 times.
In parallel with housing construction, the construction of social infrastructure facilities is envisaged. It is planned to build two preschool institutions for 240 children each, a shopping and entertainment center, which will house, among other things, infrastructure for leisure and healthy lifestyle enthusiasts, as well as sports and retail and service facilities.
Within the residential development, green and pedestrian zones, playgrounds, and recreation areas are being designed. Developers are focusing on two aspects here. Firstly, the courtyards will be car-free, with parking lots located outside the residential development. This solution will relieve residents from the problem of exhaust fumes and add comfort. Secondly, considering the microdistrict's remoteness, special attention is planned for bicycle infrastructure. The project proposes the construction of bike paths on all new and reconstructed main residential streets, as well as the organization of bicycle parking within residential blocks. Passenger connection with other urban areas will be provided by two types of public transport: buses and route taxis.
For permanent and temporary car storage, several parking lots, including multi-level ones, will be created around the perimeter of the microdistrict. A new overpass is also planned here, specifically an underground one, beneath the railway tracks that separate Tarny and the adjacent planned Luchosa microdistrict. This bridge structure will create an interchange for traffic flow regulation and will be one of the most labor-intensive elements of the urban development project.
It should be noted that the renewal of Tarny, according to the General Plan of Vitebsk, is linked to the planned commencement of construction in the Luchosa residential area. For instance, medical services for the residents of Tarny are planned to be provided by building a polyclinic in Luchosa. To ensure water supply, infrastructure will be laid from Luchosa, and an additional viaduct will be built across the Western Dvina from the water intake in Markovshchina. The Vitebsk Thermal Power Plant will provide heat supply.
As emphasized by Leonid Bogdanov, Deputy Head of the Architecture and Urban Planning Department of the City Executive Committee, the transformation of Tarny is part of Vitebsk's new urban development strategy in the southwestern direction. The development of Bilevo, which is currently home to about 35,000 people, is nearing completion. Since 2006, the main construction sites of the regional center have been in the southeast, and now only a few years of work remain there to fulfill the city's housing program.
Incidentally, attempts to develop the Tarny microdistrict, which was incorporated into the city limits in the late 1940s – early 1950s, were made earlier. For example, at the turn of the 90s of the last century, when land plots were allocated for individual construction, several five-story residential buildings were also erected. As Leonid Bogdanov recalls, at the same time, serious work was carried out on the project for the construction of a cable-stayed pedestrian bridge across the Western Dvina to connect Tarny with Markovshchina.
In 2024, it will be 90 years since the formation of the village of Tarny, which appeared on the map of the Vitebsk surroundings thanks to the construction of a wooden packaging plant in 1934 in this territory. The name "Tarny village" has become so firmly established in people's minds that, even after becoming a microdistrict, it is still called a village.
