The Vitebsk Regional Property Committee turns 30 years old
From history – back in December 1990, the Committee for State Property Management under the Council of Ministers of the BSSR (Gosimushchestvo BSSR) was established in Minsk, with the following main functions:
ownership and disposal of state property of the Belarusian SSR;
protection of property rights and interests of the state, control over the effective use and preservation of state property;
creation of sectoral and territorial investment funds on a joint-stock basis;
taking measures for denationalization of property by transforming state enterprises into joint-stock companies and business partnerships,
leasing of state property with the right of redemption, sale, gratuitous transfer, etc.
To address issues of state property management and reform in the Vitebsk region, the regional department "Vitebskoblimushchestvo" was created in August 1991. It was subordinate to Gosimushchestvo BSSR (on matters of republican property management) and the Vitebsk Regional Executive Committee (on matters of communal property management).
Over the past 30 years, with the development of the economy and the reform of the state administration apparatus, the Vitebskoblimushchestvo committee has held the following names:
· from August 1991 – Vitebsk Regional Department for Denationalization and Privatization of State Property;
· from 1994 – Vitebsk Regional Committee for State Property Management and Privatization;
· from 2002 – Vitebsk Regional Territorial State Property Fund;
· from
2018 – Committee for State Property of the Vitebsk Regional Executive Committee.Since 1990, 537 state-owned enterprises have been reformed in the Vitebsk region (186 enterprises of republican and 351 of communal property).
The process of denationalization and privatization proceeded in the main forms: buyout of the enterprise by the labor collective or the tenant collective, sale at auction and by tender, as well as the transformation of enterprises into open joint-stock companies. The main method of privatization was precisely the transformation of enterprises into open joint-stock companies, as this form of property management allows for the fullest combination of management principles in market conditions, satisfies the interests of both enterprise employees and shareholders, and develops the national stock market.
It should be noted that in the 90s, the country's leadership adopted the principle of a "targeted" approach to privatization, which prevented the collapse of privatization and the sale of state property at bargain prices.
As of today, 2102 state legal entities operate in the Vitebsk region (276 unitary enterprises, 1461 institutions, 360 government bodies, and 5 associations). In addition, there are 206 business entities with state participation in their authorized capital, including 185 with communal property participation, with communal property exceeding 50% in 151 of these entities. Furthermore, 44 business entities created through the transformation of state enterprises in the region currently have no state participation.
127 state representatives have been appointed to the management bodies of joint-stock companies with state participation. These are specialists who have undergone special training and certification. Also, as of today, there are open vacancies for independent directors on the supervisory boards of business entities.
In total, state real estate comprises 148,522 objects with a total area of 10.8 million m2.
The proportion of unused areas is 7.4%
(795.1 thousand sq. m). Over the past year, unused areas have increased by 241 thousand sq. m. This increase was mainly due to the state's acquisition of property from bankrupt enterprises – over 6 months of this year alone, 2397 assets of liquidated enterprises were acquired.Work on involving unused facilities into economic circulation is under constant control. This year alone, 390 auctions were announced. 78 auctions were successful, most of which were at the base rate (49 auctions).
Methods of involvement also include leasing property, its gratuitous transfer to other state enterprises, or for investment projects to private enterprises. In extreme cases, the unused facility is subject to demolition with the possibility of salvaging building materials.
In the past year 2020, budget revenues from the use and sale of property amounted to 24.2 million rubles, including property sales (3.4 million rubles), leasing (3.9 million rubles), transfers of part of enterprise profits (8.0 million rubles), and dividends on shares (8.8 million rubles).
If in the 90s the work started from scratch, then today we can proudly say that a highly effective system for managing and disposing of state property has been established in the region, from the standpoint of comprehensively realizing the interests of the state as owner, ensuring the quality of public administration, and maximizing returns from state assets.
The basis of all the industry's achievements is the high professionalism, diligent work, and responsibility of the people working in it. All that has been done would be impossible without the coordinated work of a team of specialists, and primarily the leaders who formed this team, successfully solving the tasks set before them.
At various times, the Vitebsk Regional Property Committee was headed by:
- Buyvol Valery Pavlovich (from 1991 to 2000);
- Pavlyuchkov Mikhail Mikhailovich (from 2000 to 2017);
Zaitsev Viktor Vasilievich (from 2017 to the present).
