According to the head of administration of the Vitebsk Regional Executive Committee, Alexey Matyushko, superficial and often formal consideration of citizens' appeals on issues within the competence of city and district executive committees, village and rural executive committees, the desire to avoid making independent decisions on the merits of the appeal or empty unfulfilled promises, procrastination in resolving appeals cause an increase in repeated appeals to the regional executive committee.
