Alexander Kosinets: the main indicator of socio-economic development is the quality of life of people
The main indicator of socio-economic development is the quality of life of people. This was stated at a regular session of the Vitebsk Regional Council of Deputies by the Chairman of the Vitebsk Regional Executive Committee, Alexander Kosinets, as reported by a BELTA correspondent.
"The quality of life of people is determined by a decent level of wages and the development of the social sphere," the governor emphasized. In order to achieve the average wage level of $750-800 in equivalent set by the Regional Executive Committee for December 2013, effective work of industry, the agricultural sector, and the construction industry is necessary. Labor productivity per employee should average at least $70 thousand for the year.
Alexander Kosinets sees the increase in the efficiency of the industrial and agricultural sectors in modernization. The region needs about Br17 trillion for its implementation. Moreover, the sources of funding will be the enterprises' own funds, credit resources, and investors' funds. Priority for the region is given to the development of machine tool construction, energy, and enterprises related to the processing of natural resources. In the agro-industrial complex, it is necessary to continue the reconstruction and construction of new dairy farms. This year, about 200 complexes will undergo modernization, and all of them will be equipped only with milking parlors and robots, which will allow animal husbandry to embark on an intensive path of development.
The Chairman of the Regional Executive Committee directly links the development of the social sphere with the performance of the real sector of the economy. "The execution of the budget surplus depends on meeting the increased forecast indicators, which will allow for the development of social infrastructure," he emphasized. The Regional Executive Committee has approved increased indicators for the socio-economic development forecast of the region for 2013 compared to the assignment of the Council of Ministers. Thus, the gross regional product is forecasted at 112% compared to 2012, industrial production output by physical volume index is 120% compared to last year, sales profitability in industry is 12%, and the share of shipped innovative products is 40%. Upon fulfillment of these indicators, the budget surplus is forecasted at Br2.5 trillion.
