Alexander Poznyak on the transformation of the Orsha district into a territory of advanced development

The draft program for the socio-economic development of the Orsha district until 2020 and a comprehensive plan of measures for the development of this territory were discussed during a meeting of the Presidium of the Council of Ministers this week. It was noted that the situation in the district and at problematic enterprises has begun to improve. What specific results have already been achieved? How will the Orsha district become a territory of advanced development? Chairman of the Orsha District Executive Committee Alexander Poznyak spoke about this.

Growth points The head of the district emphasized that two tasks have been set for the first stage of transformation - to implement priority measures to increase the efficiency of the financial and economic activities of enterprises and to determine their development prospects. To put this work on a systematic basis, a plan of measures for the development of the district is being implemented, and more detailed plans have been worked out by republican management bodies.

The key growth points are defined as the agro-industrial complex, industry, and the construction of a multimodal industrial and logistics complex. Thanks to the measures taken by the government, the work of the regional executive committee and the district executive committee, there have already been shifts. In the agro-industrial complex, since the beginning of the current year, the gross output growth rate has been 105.3% (102.7% for the region). Profit from sales increased 2.7 times, and sales profitability increased by 3.4 percentage points to 5.8%. The volume of industrial production, however, in January-September was at the level of 98.8% compared to the corresponding period of 2016. At the same time, in January-April it was 93%, and in May-September the growth rate compared to the same period last year was already 105%.

"The district has been set the task of annual production volume growth. Work is underway to determine the workload of enterprises, modernize existing production facilities, and build new ones. It is necessary to implement an effective model of public-private partnership with the involvement of investments and the introduction of new technologies. We must make the Orsha district practically the best in the country, transform it into a zone of advanced development. The main goal of this work is a decent salary and

"comfortable life for people," noted Alexander Poznyak.

About agriculture

The agro-industrial complex of the Orsha district cannot be called weak, but the results of work in these lands can and should be more significant. "Our processing enterprises must produce products with high added value. The construction of several livestock complexes is planned. A significant increase in livestock will allow us to maximize production, including the workshop for the production of canned meat for baby food. In general, the meat canning plant will undergo reconstruction, which will allow us to develop production and carry out processing using modern technologies," said the head of the district.

About the multimodal industrial and logistics center in the Bolbasovo district

It will operate in several directions. This includes production, trade, and the provision of other services. "The area preliminarily allocated for it, which is 230 hectares, will have special conditions for development. We expect foreign businesses to come there and organize production. As for trade, we have signed an agreement with the Chinese city of Yiwu (a major international wholesale market) to build a trade town in Bolbasovo. At the same time, we are interested in selling our goods in China. Therefore, we plan to set up our own permanent trading platform in Yiwu in the middle of next year," Alexander Poznyak reported.

A significant expansion of the retail network is planned in the district, and new stores will be opened, which will improve the quality of retail services.

About new jobs

Over 9 months, 45 new enterprises have been created in the district, including 9 in the production sector. The implementation of the outlined development program will allow for the creation of about 700 new jobs annually. And new jobs are one of the main conditions for stable economic growth, increased public welfare, and prospects for young people.
