An outpatient clinic for adults has opened in a new district of Vitebsk
The first healthcare facility in the microdistrict will serve the entire adult population – currently about 20,000 people. In essence, an entire department of Vitebsk City Clinical Polyclinic No. 3 is moving into new premises, where local residents previously had to travel for appointments. As noted at the opening by the city mayor Viktor Nikolaykin, the facility will relieve the load on the polyclinic itself, which serves densely populated areas of Vitebsk with a total population of over 80,000 people. Moreover, it is more convenient for doctors not only to see patients but also to visit them at home. About Br2 billion (undernominated) was spent on the creation and equipping of the outpatient clinic. "The Vitebsk Region Healthcare Development Program for 2016-2020 planned the opening of a general practitioner's office in the Bilevo microdistrict, which continues to be actively developed. This is about bringing primary healthcare closer to the population. Thanks to the optimization of the region's healthcare system over the past 7 years, we have also optimized costs. Funds from the savings achieved are now directed towards development," explained Yuri Derkach, head of the regional executive committee's healthcare department, to journalists. With the help of city authorities, premises were promptly selected in one of the newly constructed multi-story buildings at 89 Moskovsky Avenue. Two apartments on the first floor were purchased from the developer – the Vitebsk City Construction Department. Minor adjustments were made to the construction project, and employees of the contractor, PlissaStroy LLC, quickly completed the task. First, the building itself was commissioned, and the opening of the outpatient clinic was the second phase. It houses 4 offices for district general practitioners, who will serve patients from 9 districts of the department (in the future, there will be 12). One of the offices is equipped with an ECG machine; the data will be immediately sent to a functional diagnostician via the internet in encrypted form. A procedure room has also been equipped for injections and blood collection (the analysis itself is carried out inin a polyclinic or diagnostic center, the result is sent back within two hours).
According to Zhanna Liber, head of the department, patients are already making appointments both by phone and through the electronic registry. In addition, at the local registry, you can get a referral to specialist doctors of polyclinic No. 3. The institution's management is considering the possibility of organizing mobile appointments based on the outpatient clinic in the future. It is planned that after the adult department in Bilevo, a kind of office for pediatricians will appear. An agreement has already been reached with the same partners to purchase 4 apartments in a house under construction. Currently, about 9,000 children live in Bilevo. "When the population of the microdistrict reaches 45-50 thousand, we will build a multidisciplinary polyclinic complex here. This facility has been included in the list of investment proposals for providing a Chinese loan for its construction from scratch. And we are completing the polyclinic in Yug-7 with funds allocated under the regional investment program and are connecting either Chinese loans or funds earned from off-budget sources. The chairman of the regional executive committee has made a decision that these funds will be accumulated and directed specifically to healthcare facilities, rather than redistributed to other sectors. So, we expect to complete the construction of the polyclinic in Yug-7 in 2017, as well as the surgical complex of the oncology hospital, and the hospital in Miory. And we will finish another facility in Orsha with our own resources," added Yuri Derkach.
