Anatoly Linevich: Housing and communal services issues at the local level need to be considered more promptly

Issues related to housing and communal services (HCS) need to be addressed more promptly at the local level to reduce the number of appeals to higher authorities. This opinion was expressed to journalists by the President's Aide, Inspector for the Vitebsk Region, Anatoly Linevich, during a direct telephone line with residents of the northern region.

Traditionally, most people were concerned about housing and communal services, the quality of work performed, and the indifference of HCS organizations to problems. For example, a resident of Postavy complained that the roof in her house was leaking, water was running down the walls, but the problem was not being solved. A large family from Vitebsk lives on the ninth floor of a panel building. The rooms are damp, and the joints are drafty. A resident of Orsha complained about interruptions in hot water supply. For these and other HCS issues, it has been instructed to conduct a detailed investigation with visits to the applicants.

Speaking to journalists, the President's Aide noted that each problem requires an individual approach. Sometimes people are not satisfied with the answer and appeal again. "There are non-objective repeated reviews: everything was resolved according to the law, but the person was not satisfied. Sometimes they appeal again because some new facts appear that need to be considered, and possibly, there are missteps by local authorities in solving the problem. Most often, the topic of HCS is raised, so these problems need to be considered more promptly at the local level, then there will be fewer appeals," said Anatoly Linevich.

A resident of a private sector (the former village of Vasyuty, which is now within the city limits of Vitebsk) called the President's Aide with a question about connecting water supply to houses. The city authorities have been instructed to work out options for creating the necessary infrastructure. The problem of a resident of Polotsk, who was illegally removed from the housing queue, is not fully resolved. The woman has a sick child. She has already appealed to Anatoly Linevich and Svetlana Odintsova, a deputy of the House of Representatives from Polotsk. The situation has moved forward, the woman from Polotsk has been returned to the housing queue, but not to her previous place, but to the end of the list. Local authorities need to sort this out.

About 30 people called Anatoly Linevich's hotline. Since the beginning of the year, about 100 residents of the Vitebsk region have contacted the President's aide during personal meetings and hotlines. The top pressing issues include housing and communal services, social protection, and disagreement with court decisions.
