Anatoly Linevich: one of the solutions to the issue of improving old courtyards is the participation of residents
More than 30 people contacted Anatoly Linevich during a direct phone line and personal reception. The largest number of questions concerned housing stock: cracks in buildings, uninsulated seams between concrete slabs, cold apartments, poor ventilation problems, utility payments, including water supply charges, and yard area improvements. The Presidential Aide instructed to thoroughly investigate each of the stated problems. "Regarding the improvement of yards from the Soviet era, there is a positive example of cooperation between authorities, utility services, and residents themselves. As one of the applicants who raised this issue said, residents of a neighboring building purchased the necessary materials, and employees of the relevant service paved the yard. This can be one of the mutually beneficial solutions," noted Anatoly Linevich.
Anatoly LinevichHe added that in the building where the Polotsk resident lives, the main contingent is pensioners who cannot afford to improve the adjacent territory in the same way, but even in this case, a solution will be found.
As Chairman of the Polotsk District Executive Committee Igor Markovich said, 15-17 yards are improved annually in the city at the expense of budget funds. Each "candidate" for major repairs is selected by a commission that inspects the city and assesses the condition of roadways, sidewalks, and green areas. The head of the district also said that if residents cannot make a financial contribution to purchase materials, they engage in planting trees or creating flower beds under windows, giving their yard a well-groomed appearance. Anatoly Linevich noted that an additional 3-4 facilities, where residents are willing to become co-investors in major repairs, can be included in the planned improvement on a competitive basis. This issue will be considered by the local authorities.
Two residents of Novopolotsk approached the Assistant to the President with a complex issue. For several years, they have been trying to understand why their 12-story dormitory differs from two identical neighboring buildings where residents pay half as much for water. Their building has been visited by commissions multiple times, water meters have been checked, but the reason for the high readings cannot be found. Anatoly Linevich instructed the head of the housing and communal services of Novopolotsk to sort out the situation, find out why this building has such high utility costs, and report on the results during his visit to Novopolotsk next week.
A significant number of appeals concerned the condition of the roads. The roadway on some streets, far from the city center, becomes impassable for vehicles during the off-season due to potholes and puddles. Sidewalks are either absent or have fallen into disrepair.
The chairman of the district executive committee issued directives on each of the stated issues, taking some under personal control. For example, roads in the Zapolotye microdistrict. Here, the roadway passes under a bridge, from which meltwater flows down during thaws, turning into ice with the onset of frost, making it impassable. The road surface in the microdistrict is broken, the potholes are filled with water in the spring, so both cars and people have difficulty getting to the city. There are also no sidewalks on the road. Igor Markovich assured that as soon as the puddles dry up, pothole repairs will be carried out, and a fence for the pedestrian zone will be installed, and sidewalks will be repaired. Two residents of Zapolotye, who approached the Assistant to the President, also complained about the neglected condition of the roadside. "A new road will not be laid for you, but the existing ones will be maintained. Some work, such as cutting down bushes on the shoulders, you can do yourselves, just coordinate this work with the relevant services. No one will object to you participating in tidying up the area, such initiatives are only welcomed," emphasized Anatoly Linevich.
A pensioner from Polotsk, who called the direct hotline, expressed concern about the increased number of bank card fraud cases affecting her acquaintances. They often fall victim to dishonest individuals who exploit the gullibility of pensioners and cunningly extort their savings. The applicant suggested placing information on large advertising billboards about the tricks used by cybercriminals. She also proposed creating a guide for pensioners, stating that bank employees are not authorized to call clients and resolve issues over the phone, but should instead invite citizens to the nearest bank branch for a personal, individual consultation. The Polotsk resident mentioned that one such accessible billboard is located in her neighborhood. Anatoly Linevich responded to the applicant that her suggestion would be considered, and the local authorities pledged to conduct joint educational work with banks among the elderly population.
Several individuals who called the direct line and attended a personal meeting spoke about the issue related to the transition to electric heating of houses. Old power lines and substations cannot withstand the increasing load, necessitating the construction of new substations and the replacement of power grids. Anatoly Linevich noted that this problem is relevant not only for the Polotsk district but also for other regions of the Vitebsk Oblast. Its primary solution is the construction of new, more powerful substations, and this work is being carried out in stages. A construction schedule has been developed for the modernization of the energy system. "It must be understood that it is impossible to carry out such work in all settlements overnight. And this issue is under the control of the government and relevant departments," emphasized the President's Aide.
Stray dogs on the streets of Polotsk, the appearance of a pack of wolves in one of the villages of the district, the relocation of a bus stop to its former place for pensioners from a gardening association, the registration of a land plot, including through court, - Anatoly Linevich instructed to study these and other issues, find solutions in accordance with the legislation and report the results to him. -0-
