Employees have been accredited on the specialized trading platform of OJSC "Belarusian Universal Commodity Exchange" ("BUCE") and have begun to form a list of properties in the Vitebsk region for sale at the first electronic auctions, which may be scheduled as early as the first half of the year. As reported by Olga Yushkovskaya, Deputy Head of the State Property Disposal Department of the fund, in addition to expanding opportunities for involving unused real estate in circulation, this will increase the transparency of the state property sale process, and reduce the time and financial costs for participants and auction organizers.
The innovation became possible thanks to the commissioning in January 2016 of an electronic trading platform (ETP) for the sale of property and property rights of OJSC "BUCE" (the joint-stock company is designated as its operator). Access to the platform will be provided through the website www.et.butb.by, which publishes information about the property being sold. Buyers need to be accredited on the BUCE ETP and undergo electronic registration on the day of the auction for the lots of interest, and they can participate remotely via the Internet.
It is possible to track the dynamics of the object's cost, taking into account the auction step, which lasts a maximum of 10 minutes, as well as use the "Stop Order" function, when the computer will automatically remove the participant from the bidding if the maximum acceptable selling price of the object is exceeded. Potential participants can count on free training and consulting assistance from the operator and organizer of electronic trading, noted Olga Yushkovskaya. And for the first such auction, real estate of the regional center will likely be put up for sale, while the decision to sell on the electronic trading platform is made directly by the property owner.
