An automated system for notifying debtors for housing and communal services has been introduced in the Pervomaysky district of Vitebsk
September 16, Vitebsk / Diana Kurilo - BELTA /. An automated system for notifying debtors for housing and communal services has been introduced in the Pervomaisky district of Vitebsk, Valentina Shapuriva, deputy head of the Pervomaisky Housing and Communal Services Enterprise, told a BELTA correspondent.
Now, those who owe utility providers for two or more months receive polite reminders by phone twice, or even three times a day, about the need to pay their bills on time. The defaulter's phone number is entered into the database, then automatically dialed, and a warning message is played, explained Valentina Shapuriva, the essence of the new system. According to her, the measure has proven effective. This can be judged not only by the reduction in debt but also by the number of calls from debtors to the housing management offices.
While fighting debtors using modern technologies, Vitebsk utility providers do not forget about time-tested methods. Lists of malicious defaulters frequently appear on building entrances, and reminders about the need for timely payment are constantly printed on utility bills. In the district centers of the region, the names of debtors can often be seen on shame boards next to the names of troublemakers and negligent parents. In the Ushachi district, caricatures of defaulters are still drawn.
As reported by Andrei Shorets, head of the housing and communal services department of the Vitebsk Regional Executive Committee, the population's debt for housing and communal services in the region as of September 1 amounted to Br6.5 billion. Compared to the beginning of the year, it decreased by almost Br300 million. Utility providers issued 15,000 orders to debtors to repay their debts, filed 2,500 lawsuits against defaulters, disconnected 3,500 apartments from utility services, and evicted 6 tenants from their homes. -0-
