This was announced today by the head of the financial department of the Vitebsk Regional Executive Committee, Boris Kichanovsky, at the 20th extraordinary session of the Vitebsk Regional Council of Deputies of the 26th convocation, according to a BELTA correspondent. In the Vitebsk region, based on the results of the first quarter of this year, positive dynamics were ensured in most socio-economic development parameters. The intensification of economic activity made it possible to mobilize revenues to the budgets of cities and districts, as well as to the regional budget. In January-March, about Br1.6 trillion in taxes and non-tax revenues were received by the local budget. The annual plan was fulfilled by 30.7% of the adjusted annual values. In the first quarter, advanced financing of expenditures of the agro-industrial complex, budgets of cities and districts was provided through subsidies from the regional budget, and socially significant spheres were subsidized. As a result, expenditures of the Vitebsk region budget were financed by 26% of the adjusted annual plan. The main part of the funds was traditionally directed to financing the social sphere - about 60% of all budget expenditures of the region. Significant support from the regional budget was provided to the agro-industrial complex. The expenses for agricultural organizations of the region were increased by Br280.2 billion for the Committee for Agriculture and Food of the Vitebsk Regional Executive Committee for sowing. To ensure the fulfillment of obligations to banks for the repayment of debts on loans attracted for the purchase of mineral fertilizers in accordance with concluded agreements, and to resolve the issue of fulfilling warranty obligations to banks for existing overdue debts of agricultural organizations, the Vitebsk Regional Council of Deputies decided to clarify certain indicators of the regional budget for 2012. In accordance with it, planned appropriations for payments by the Vitebsk Regional Executive Committee as a guarantor for the repayment and servicing of loans in the amount of Br40 billion are increased in the sources of internal financing of the regional budget, by reducing regional budget expenditures provided for other areas. The Chairman of the Vitebsk Regional Executive Committee, Alexander Kosinets, noted that in previous years, large-scale work had been carried out in the region in various areas, which required the involvement of significant resources. New agricultural machinery worth Br2.5 billion was purchased, which made it possible to practically completely modernize the machine fleet of the region's agro-industrial complex. 200 thousand hectares of arable land were plowed up, which required costs for fuel and mineral fertilizers. Under the "Clean Fields" program, 130 thousand hectares of shrub vegetation were cleared from the fields. About 30 new and more than 40 reconstructed dairy farms were built. A significant amount of work was done on the development and modernization of enterprises in the meat and dairy industry. Gluboksky and Mior meat processing plants, Verkhnedvinsk butter and cheese factory, and a number of other enterprises were modernized. New cheese production workshops are being built at the Postavy dairy plant and the Braslav branch of the Gluboksky condensed milk plant.
