The budget of the Vitebsk region has been redistributed with the emergence of more relevant expenditure areas
At the 11th extraordinary session of the 28th convocation of the Regional Council of Deputies, amendments were made to a number of its previous decisions. As the regional budget was being executed, the need arose to reallocate funds to more pressing expenditure areas, and therefore, some of its indicators were clarified.
In accordance with the instructions of the Chairman of the Regional Executive Committee, 8.5 million rubles were allocated for the purchase of mineral fertilizers and fuel and lubricants for agricultural enterprises to successfully complete the spring field work.
The sources of fund allocation are 2.5 million rubles out of 4.1 million rubles, by which the own revenues of the regional budget increased, as well as a reduction in its expenditures on the construction of a fire station in Polotsk (1.3 million rubles), financing of the subprogram "Conservation and Use of Reclaimed Lands" (1.5 million rubles), maintenance of local road management, subsidizing passenger transport, current repairs of housing stock, provision of non-cash housing subsidies, etc.
The Main Department of Housing and Communal Services of the Regional Executive Committee was instructed to reallocate budget allocations to district and city executive committees for subsidizing services to the population (1.4 million rubles), equipping apartment buildings with automation and dispatch systems, replacing group metering devices (1.1 million rubles) and outdated light fixtures with LED ones in apartment building entrances, repairing elevator equipment, and to the Polotsk District Executive Committee for repairing facilities and pavement, and landscaping adjacent territories (500 thousand rubles), etc.
Allocations to the Main Department of Education of the Regional Executive Committee were reduced by 2 million rubles for transfer to the budgets of districts and cities.
For the encouragement of educational institutions that prepared winners of the final stage of the republican subject Olympiad, competitions, and the regional stage of the republican competition "Energy Marathon – 2018" (540 thousand rubles), and to the Polotsk District Executive Committee for co-financing the reconstruction of former medical facilities within the protected zone of the reserve to accommodate a cadet school (1.5 million rubles).
A
908 thousand rubles are redistributed to the main department for healthcare of the regional executive committee for allocation to the budgets of Beshenkovichi, Dubrovno, Lepel, Orsha, Polotsk, Rossony, Sennno, Chashniki districts for the purchase of medical equipment and healthcare institution expenses.
For state financial support of young and large families, funds are being redistributed to the budgets of Braslav and Lepel districts, as well as subsidies for financing expenses on indexing and housing quotas to the budgets of Liozno, Glubokoe, Lepel, Chashniki districts and Vitebsk.
Other redistributions of planned appropriations from the regional budget are expected to ensure settlements for salaries and repayment of accounts payable for work performed and services rendered.
