The budget of the Vitebsk region required adjustments
On the extraordinary twenty-sixth session of the Regional Council of Deputies of the 26th convocation, held on Thursday, several pressing issues were considered: the clarification of certain indicators of the regional budget for 2012 and the early termination of the powers of deputies of the Vitebsk Regional Council of Deputies elected to the House of Representatives of the National Assembly of the Republic of Belarus.
Speaking with a report on the first of these issues, the head of the financial department of the regional executive committee, Boris Kichanovsky, noted that according to preliminary estimates, for 11 months of the current year, local budgets of the Vitebsk region are expected to receive about 6 trillion rubles in tax and non-tax revenues. Stable revenues allow for the adjustment of the regional budget, taking into account the need for additional resources in several sectors. The deputy corps decided to increase budget expenditures by 61.8 billion rubles, more than 45 billion of which will be transferred to the consolidated budgets of districts and cities in the form of intergovernmental transfers. In addition, deputies approved additional subsidies for housing and communal services, road, transport, and other sectors.
The session participants approved the draft amendment to budget financing (upwards) for the development of pedigree breeding in the Vitebsk region until 2015, and amendments to a number of previously adopted documents. However, the decision on the early termination of the powers of deputies of the Vitebsk Regional Council of Deputies elected to the House of Representatives of the National Assembly of the Republic of Belarus was made in a somewhat unusual – extremely warm atmosphere. Wishing their nominees fruitful activity in the highest legislative body of the republic, the deputy corps of the region sincerely thanked them for their work for the benefit of their native Vitebsk region, and the chairman of the Regional Council of Deputies, Alexander Atyasov, in this regard, presented Alexander Tsetsoho, Vladimir Shitko, and Mikhail Volkov with Certificates of Honor. At the session, new chairmen of standing commissions were elected, which were headed by deputies prematurely relieved of their powers.
