Budget funds in 2019 will be used to complete the construction of socially significant facilities in the Vitebsk region
As emphasized by Alexander Shidlovsky, Chairman of the Committee for Architecture and Construction of the Regional Executive Committee, the investment program primarily includes socially significant facilities that maximally satisfy the needs of the residents of the Vitebsk region.
Priority areas include increasing housing construction volumes and creating infrastructure.
To fulfill all submitted applications for financing the construction of facilities within the framework of the regional investment program for 2018, approximately 600 million rubles would be required, of which over 400 million are for completing previously initiated projects. However, only 72.6 million were allocated. Unfortunately, there are not enough funds for all needs.
– Considering that one of the main tasks is to reduce the volume of unfinished construction exceeding norms, and also taking into account the insufficient volume of funds, it was decided to direct them to finance socially significant ongoing projects and facilities with a high degree of readiness for their commissioning in 2018 and subsequent years. The inclusion of new facilities in the investment program is not foreseen, – noted Alexander Shidlovsky.
More than half of the funds from the regional budget and republican subsidies, amounting to 42.2 million rubles, were directed to housing and communal services and housing construction, including the creation of engineering and transport infrastructure, new street gas distribution networks, and the implementation of the "Clean Water" subprogram.
By the way, as noted by Yuri Dyadyolo, Head of the Main Department of Housing and Communal Services of the Regional Executive Committee, the work done has made it possible to provide 90.5% of consumers in the Vitebsk region with quality drinking water. It is planned that this indicator will increase by more than 4% this year.
– Of the 22 water supply facilities, ten were designed and built using funds from the regional budget. By 2020, 91 iron removal stations will be commissioned, and eight settlements will be connected to centralized water supply networks, – said Yuri Dyadyolo.
Plans also include the construction of treatment facilities in Miory and Disna, the transfer of wastewater from Kopys to the treatment facilities of Orsha, and from Bolbasovo to Baran.
Last year, the reconstruction of the Polotsk overpass in Vitebsk began. In the first stage, funding was allocated in the amount of 274.1 thousand rubles, and 79.6 thousand were utilized. In total, at least 100 million is required for these works.
Part of the funds will come from the republican budget, and the issue of a bank loan is being worked out. This facility is extremely important for the regional center, like many others included in the investment program.
In particular, the list of priority projects included a kindergarten and a secondary school in the Bilevo microdistrict of Vitebsk. The regional budget, in particular, financed the construction and reconstruction of building No. 2 of the regional clinical oncology dispensary, the central district hospital in Miory, the therapeutic building of city hospital No. 1 named after Semashko in Orsha, a trampoline hall in Vitebsk, an ice rink and an ice palace in Novopolotsk, and the Holy Spirit Convent in Vitebsk.
By sectors, excluding housing and communal services and housing construction, the budget was distributed as follows: physical culture and sports – 19.9 million rubles, healthcare – 9.4 million, general public administration – 0.8 million, education – 0.2 million, culture – 0.03 million rubles, agriculture – 0.03 million.
– Despite the insufficient volume of funds, funding for socially oriented projects, as well as for engineering and transport infrastructure facilities in residential areas has been maintained in the region, – concluded Alexander Kapsul, Chairman of the Standing Commission of the Regional Council for Industry, Transport, Development of the Construction Complex, Housing and Communal Services and Road Management.
In the adopted resolution, the deputies focused on the effective and rational use of the regional budget funds.
