More than 50 officials of the Vitebsk region have been held accountable for improper handling of citizens' appeals, reported Irina Tavtyn, Senior Assistant Prosecutor of the region for supervision of the execution of legislation on citizens' appeals.

More than 50 officials of the Vitebsk region have been held accountable for improper handling of citizens' appeals, Irina Tavtyn, Senior Assistant Prosecutor of the region for supervision of the execution of legislation on citizens' appeals, told a BELTA correspondent.

In the first half of 2014, the prosecutor's offices conducted 37 inspections of compliance with legislation on citizens' appeals at enterprises, institutions, and organizations in the region. As a result, 43 submissions were made, and 14 orders were issued. 10 officials were brought to administrative responsibility, and 44 to disciplinary responsibility. 22 managers received official warnings about the inadmissibility of violations of the law.

The prosecutor's office constantly focuses on issues related to the organization of work with appeals from citizens and legal entities in regional, city, and district executive committees and their structural divisions. In January-June, inspections were carried out in the Novolukoml City Executive Committee, Orsha (together with a representative of the Vitebsk Regional Committee of State Control), Beshenkovichi, Gorodok, Lepel, Polotsk, Postavy, Rossony, Chashniki District Executive Committees, Ushachi, Slavnovskoye, Volkovichi Rural Executive Committees.

During the inspection of the Vitebsk Regional Executive Committee's Housing and Communal Services Department, non-compliance with the deadlines for considering appeals, as stipulated by Article 17 of the law "On Citizens' and Legal Entities' Appeals," was revealed. A complaint regarding the calculation of the housing quota was considered for more than 15 days without conducting verification measures. In addition, there were cases of incorrect explanations of the procedure for appealing decisions made.

Supervisory activity analysis indicates that not all heads of business entities are taking effective measures to improve the handling of citizens' appeals, which leads to justified complaints to regulatory bodies. For instance, serious violations were identified during an inspection by the prosecutor's office of the Gluboksky district based on a collective complaint regarding the improper resolution of written appeals by the administration of UP ZhKKh of the Gluboksky district and the district executive committee. Following the inspection, the head of the housing and communal services department of the district executive committee and the director of UP ZhKKh were held disciplinarily liable.
