More than 500 agricultural workers in the Vitebsk region were held accountable for livestock deaths in 2012
More than 500 employees of the agro-industrial complex of the Vitebsk region were brought to justice in 2012 for violating legislation on livestock preservation, as reported to a BELTA correspondent by Olga Gritskevich, prosecutor of the department for supervision of legislation enforcement and legality of legal acts of the Vitebsk region prosecutor's office.
Based on the results of livestock preservation inspections in agricultural organizations of the Vitebsk region, in accordance with the implementation of Directive No. 3 "Economy and thrift are the main factors of state economic security," prosecutors filed 46 submissions and issued 7 orders over the past year. 253 managers and employees of the agro-industrial complex system were brought to disciplinary responsibility, and 257 individuals were brought to material responsibility, from whom about Br60 million was recovered out-of-court. In cases of theft, shortages, and livestock deaths, 34 lawsuits totaling Br92 million were filed with courts of general jurisdiction.
Currently, there are 868 dairy farms operating in the region, housing almost 607 thousand head of cattle. In January of the current year, compared to the same period last year, there was a slight increase (by 0.6%) in the livestock population in the region's farms, while livestock deaths increased from 598 to 622 head. An increase in deaths was observed in Beshenkovichi, Orsha, Chashniki, Sennno, and Tolochin districts.
"At the same time, the prevalence of livestock deaths often leads to attempts by managers and officials of farms to conceal it from accounting by distorting information in documents on the basis of which state statistical reporting on the state of affairs in animal husbandry is formed," the prosecutor noted, citing as an example cases of official forgery discovered in Chashniki and Beshenkovichi districts.
Based on the results of the analysis of livestock safety conducted with site visits to agro-industrial complex enterprises, the regional prosecutor's office has prepared a submission on eliminating violations of livestock safety legislation to the Committee for Agriculture and Food of the Vitebsk Regional Executive Committee.
