More than 70 officials of the Vitebsk region were punished in 2010 for violations of land legislation

February 2, Vitebsk / Olga Bogacheva - BELTA /. More than 70 officials in the Vitebsk region have been punished in 2010 for violations of land legislation. This was reported to a BELTA correspondent by Valentina Khodosevich, senior assistant to the Vitebsk Regional Prosecutor for supervision of environmental legislation enforcement, based on the results of monitoring conducted inspections. In total, last year, during the supervision of land legislation enforcement, the regional prosecutor's offices conducted 71 inspections. Based on the results of the inspections, 43 submissions were made, 11 orders were issued, 44 protests were filed, 58 officials were brought to disciplinary liability, 11 to administrative liability, and 5 to material liability for a total amount of Br1.7 million. 10 lawsuits were filed to invalidate the state registration of rights to land plots. One of the most serious violations of land legislation identified by prosecutors is the unjustified allocation of land plots for the maintenance and construction of residential buildings. Such facts occur in the Polotsk, Gorodok, Braslav and other districts. At the same time, in the Polotsk district, following seven protests by prosecutors regarding the unjustified allocation of plots to citizens in the protected landscape zone of the Holy Euphrosyne Monastery, all illegal decisions were revoked. Violations in the allocation of land plots for personal subsidiary farming, gardening and mowing are quite common in the region. They were committed by the rural executive committees of the Verkhnedvinsk, Orsha, Beshenkovichi, Miory, Glubokoe, Gorodok and Sharkovshchina districts. In some cases, discrepancies between citizens' applications for land plots and the established form are noted. Often, such applications lack data containing identification information about the applicants, the area of all land plots in their use, and other information. Such shortcomings were identified in the Verkhnedvinsk, Miory, Gorodok, Liozno, Lepel, Beshenkovichi, Ushachi and Tolochin districts. Valentina Khodosevich also noted violations committed in the allocation of land plots to legal entities and individual entrepreneurs regarding non-compliance with the deadlines for registration of rights to land plots and failure to take measures to invalidate decisions on the allocation of land plots. For example, in the Braslav district, 11 business entities had not taken measures to register their rights to land plots allocated in 2008-2010 at the time of the inspection. Not all district executive committees, when allocating land plots for rent, comply with the established requirements for sending relevant information to the tax authorities within 10 days from the date of the decision. "All the above-mentioned facts indicate the inadequate organization of work by the land management services of city and district executive committees, which are responsible for preparing materials for the seizure and allocation of land plots, carrying out state control over the protection and use of land, and other actions," stated Valentina Khodosevich. Based on the results of the inspections, a submission was prepared for the Vitebsk Regional Executive Committee. -0-
