Violations of trade legislation were established during a set of measures to identify and suppress facts of re-export of goods from European countries to Russia and their involvement in illegal circulation in Belarus. Specialists found that from September 9, 2014, to February 5, 2015, a private unitary enterprise of the Tolochin district sold 1 million 449 thousand kg of fruits (apples, plums, kiwi) imported from Moldova, Poland, and Greece for Br5.9 billion to unidentified business entities without the required documents - waybills.

An administrative offense report was drawn up against the commercial structure under Part 4 of Article 12.17 of the Code of Administrative Offenses of Belarus (violation of trade rules and provision of services to the public). By decision of the Economic Court of the Vitebsk Region, the private enterprise was fined Br2.3 million, and the revenue from the illegal sale of fruits in the amount of Br5.9 billion was confiscated to the state revenue.
