Decree No. 10 will ensure effective interaction between investors and local authorities - expert
August 10, Vitebsk / Diana Kurilo - BELTA /. The entry into force of Decree No. 10 "On Creating Additional Conditions for Investment Activities in the Republic of Belarus" will ensure effective interaction between investors and local executive and administrative bodies. This point of view was expressed in a conversation with a BELTA correspondent by Lyudmila Karnaukhova, Deputy Head of the Investment Policy and Foreign Economic Relations Department of the Vitebsk Regional Executive Committee's Economics Committee.
Decree No. 10 will contribute to the creation of favorable conditions for the intensification of investment activities and additional guarantees for the protection of investors' rights. The provision on granting the right to conclude investment agreements, implemented within the administrative-territorial unit and within the competence of the executive committee, regional executive committee, will simplify the interaction between the investor and the authorities. In addition, business plans and comprehensive expertise of investment projects are not required for the conclusion of such agreements. According to Lyudmila Karnaukhova, this will significantly speed up the process of project implementation on the ground.
According to the expert, when developing documents for the implementation of Decree No. 10, the Ministry of Economy needs to consider the possibility of creating a standard form of agreement with an investor. This would simplify its registration in the state register, she believes.
