The decree on the development of entrepreneurship is aimed at honest businessmen - Dmitry Semenkevich
Yesterday, ministry officials held a working meeting in Vitebsk with representatives of structural divisions of the regional executive committee, district executive committees, and business entities on the issue of implementing a package of regulatory legal acts aimed at improving the business climate, in development of the norms of Decree No. 7 "On Entrepreneurship Development".
"The entire decree is aimed at the conscientious entrepreneur. We understand that we have opened loopholes in many ways, and now, for example, you can do anything with technical modernization. But then it is fraught with responsibility. If something happens, then the owner himself, and not the State Construction Supervision bodies, will bear full responsibility for what happened," said Dmitry Semenkevich. - A competent manager, before making a decision, will consult with specialists. There are design and construction organizations that can be invited to assist in implementing what is planned."
He noted that the ministry is actively working to clarify the norms of the decree on entrepreneurship development. "The document outlines innovations with broad strokes. Our task now is to convey everything in detail to businesses and answer the questions that arise from entrepreneurs. We are starting explanatory work on specific cases, conducting seminars and consultations. I think this will last for six months, so that everyone who wishes can understand the nuances in detail," the Deputy Minister explained.
Dmitry Semenkevich emphasized that in the construction sector, liberalization has primarily affected administrative procedures. "At the stage of developing the package of documents, we actively worked with our entrepreneurs and heard their proposals. The main ones concerned administrative procedures, including those related to the State Construction Supervision. Therefore, now for many issues, a notification principle is being introduced, rather than a permissive one,
"as it was before," the ministry representative summarized.BELTA.
