Delegates from the Vitebsk region shared their opinions at the VI All-Belarusian People's Assembly
Anatoly Linevich, Aide to the President - Inspector for the Vitebsk Region:
— The VI All-Belarusian People's Assembly is a very responsible event where the future of our country is decided. Today, it is obvious to everyone that there is full support for the line defined by the head of state. The guidelines have been set, and all the right decisions have been made to develop them.
I am confident that everything planned will definitely be implemented. In fact, all aspects of society's life have been touched upon in a clear and accessible manner, with no ambiguity. Each delegate will take back significant tasks from Minsk and, in their respective workplaces, will be able to purposefully explain the priorities, what needs to be done, and how we will live on.
Yuri Dyadelo, Head of the Main Department of Housing and Communal Services of the Regional Executive Committee:
— Currently, we have begun implementing the State Program "Comfortable Housing and a Conducive Environment" for 2021–2025. Annually, up to 2% of courtyard areas will be improved. In the Vitebsk region, 18 new iron removal stations need to be commissioned this year. Regarding the use of local types of fuel in the housing and communal services system, on which the head of state emphasized, the Vitebsk region holds strong leading positions in this area. Based on the results of 2020, we increased the volume of local fuel consumption to 72.5% in the region's fuel balance. As a result, we have a low cost of fuel for heat energy generation today, and therefore, we have more resources for the development of enterprises in the sector.
We are also actively working on the issue of secondary material resources. At the end of February – beginning of March, we will commission the Vitebsk waste sorting plant; representatives from Italy have arrived, who, together with representatives of a Russian company, are dealing with these issues. In addition, we plan to submit the project for the Orsha waste sorting plant (it will serve the Tolochin and Dubrovno districts) for expert review within this month. In parallel, we are developing a feasibility study for a plant for the Novopolotsk-Polotsk zone. We have worked very productively in this area in 2020. In particular, we have seriously updated the material and technical base, purchased 20 garbage trucks and 37 thousand containers for the private sector, which allowed, for example, to fully equip the Orsha district and meet the container needs of half of the private sector in the regional center, as well as in Polotsk and Novopolotsk.
The task is to ensure 100% provision of clean water to the population within the five-year period. In the Vitebsk region, it is planned to equip all settlements with a population of 100 or more people with iron removal stations; for other settlements, individual decisions will be made, providing either for equipping with individual water purification systems installed in residential buildings or, as an option, centralized delivery.
Gennady Sabinich, Chairman of the Vitebsk District Executive Committee:
— The Head of State's address was very powerful and emotionally charged, touching upon all the most important aspects of the country's life. Alexander Lukashenko actually provided exhaustive answers to the questions that arise in society today. At the same time, the main message is simple and understandable – we will solve all emerging problems ourselves, namely, the government, labor collectives, and every citizen in their place. Everyone must, with sleeves rolled up, continue to build our state.
It is important that one of the priorities of the current five-year period is the development of regions. In this regard, I paid attention to the task of developing the road network, including local roads, which will improve the transport accessibility of the regions and increase their logistical potential.
Another significant aspect of the new five-year plan program is job creation and the opening of new production facilities, which will contribute to strengthening the tax potential of the regions and, consequently, create a stable basis for the development of the social sphere.
Our district is located near Vitebsk, so along with the development of satellite towns of the regional center, which Alexander Lukashenko emphasized, the land issue is also relevant for us, namely the effective management of this resource. There are all the possibilities for this. There are many settlements in the Vitebsk region that are waiting for townspeople. If a real owner comes there, he will put both the house and the land in order. And as a result, he will help us make the Vitebsk region more attractive, beautiful, and comfortable for living.
