Deputies of the Vitebsk Regional Council approved the budget and investment program for 2022
The thirty-eighth session of the Vitebsk Regional Council of Deputies of the 28th convocation was held, which approved the regional budget and investment program for 2022.
The economy of the region, like the whole country, developed in difficult conditions in the outgoing year, which was largely facilitated by the unfavorable epidemiological situation, the imposition of foreign trade sanctions, restrictions on attracting external loans and borrowings, and, as a consequence, a slowdown in investment activity. All this affected the work of enterprises and organizations, although overall, a stable socio-political situation was maintained in the region, and positive dynamics were ensured in most parameters of socio-economic development, meaning the economy worked effectively.
Deputy Chairman of the Regional Executive Committee Boris Efremov dwelled on this in detail in his speech, submitting for the consideration of the deputy corps a report on the fulfillment of the main parameters of the socio-economic development forecast for the Vitebsk region in 2021 and forecast indicators for 2022.
Revenue from sales of products increased by almost a third compared to last year, 116 organizations became profitable, and the unemployment rate is within acceptable limits (0.2 percent with a norm of 1). A third of the region's output is innovative. Positive dynamics in foreign economic activity have been ensured.
For 10 months, the region's foreign trade turnover exceeded 5 billion dollars, and export deliveries increased 1.4 times. Foreign trade operations were carried out with 114 countries, and products were exported to 83 states. Export volumes to Russia increased, and 7 enterprises of the region are included in the Russian register of industrial goods for participation in state and municipal procurement. A third of the products shipped abroad are high-tech. There are also results in other areas – for example, this year the export of tourist services increased 1.4 times.
At the same time, as noted in his speech by Boris Efremov, not all results matched the forecasts for this year. The fulfillment of such target indicators as grosslocal regional product and investment in fixed capital. The main negative impact here was due to the results of agricultural and construction industries. Milk production, poultry and pig farming decreased, the cattle population is declining, a significant amount of grain and rapeseed was not obtained, and less haylage was harvested. According to the results of the current year, a decline in investment activity and negative dynamics in construction and installation work volumes are observed. Of the six districts of the region, included by the Council of Ministers' resolution in the plan for the development of certain regions, which included Gorodok, Liozno, Senno, Sharkovshchina, Shumilino, and Ushachi districts, only the latter fulfilled all the established target indicators, and the list of such districts in 2022 will be supplemented by Rossony district.
Considering the problems, shortcomings, and omissions in the work of the real sector of the economy and the social sphere based on the results of the first year of the five-year plan, the chairman of the regional executive committee Alexander Subbotin, speaking from the tribune of the session, outlined the main tasks that need to be addressed in 2022. And the primary one is to overcome stagnation, minimize dependence on the processing of hydrocarbon raw materials by "Naftan" and electricity generation volumes by increasing production in other industries, and to solve the problem of underutilization of processing enterprises' capacities. The second direction that needs serious attention is woodworking, focusing on deep wood processing. Another reserve is the development of dolomite extraction and production. In agriculture, it is necessary to complete the reform of unpromising agricultural organizations, prevent the reduction of sown areas, and increase executive discipline.
Special attention in the new year will be paid to the construction complex. Today, a quarter of the construction and installation work in the region is carried out by attracted construction organizations from other regions; it is necessary to maximize the use of our own resources! In 2022, it is planned to commission 355 thousand square meters of housing, including 115 thousand with state support. There are still over 600 unfinished construction objects in the region, andnext year, a quarter of them are planned to be commissioned.
The regional budget in 2022 will continue to maintain its social focus. It is planned to direct about 2 billion rubles, or 69 percent of budget funds, to this sphere. The main objects of investment will be the Aleksandrovsky psycho-neurological boarding house for the elderly and disabled in the Sharkovshchyna district, the "Zhemchuzhina" children's rehabilitation and health center in the Lepel district, the reconstruction of former healthcare facilities in the protected zone of the Upper Castle for the placement of the Polotsk Cadet School, and the reconstruction of a number of medical institutions.
The main goals of the 2022 budget policy are to maintain social stability and the achieved level of social security for the population. Ensuring economic growth will allow for the involvement of additional budget reserves in the development of the region.
The consolidated budget of the region for 2022 is formed with a surplus of revenue over expenses in the amount of 100 million rubles. Revenues of the consolidated budget of the region in 2022 (including non-reimbursable receipts) are projected at 3 billion 12 million rubles, 40 percent of this amount will be credited to the regional budget.
Expenditures of the Vitebsk region budget for 2022 are determined in the amount of 2 billion 912 million rubles. The most important element of the 2022 budget policy will be an increase in the wage level of employees in the budget sphere. The session of the regional council also approved the Investment Program of the Vitebsk region, which is calculated for three years for the first time.
