The construction progress of the facility, significant for the city and directly for the residents of the Medtsentr microdistrict, was discussed today at a meeting between the Chairman of the Vitebsk City Executive Committee Viktor Nikolaikin and the heads of enterprises and organizations that acted as sponsors. The customer of the facility is the Capital Construction Department of the Vitebsk City Executive Committee, the design was developed by the "Vitebskgrazhdanproekt" Institute, and OAO "Stroy-trest No. 9, Vitebsk" started the construction work in January as the general contractor. The completion of construction is planned for the beginning of the second half of the year. The cost of the kindergarten, designed for 230 places, is Br36-38 billion. "According to calculations, it is possible to raise the necessary amount if each of the potential sponsors directs their average monthly profit to finance the facility," Viktor Nikolaikin noted. He also drew the attention of those present to the fact that participation in the project is strictly voluntary. "This is an independent decision of your work collectives and you as leaders. A separate account has been opened for this facility, to which all sponsorship funds are transferred. We are ready to report on every ruble spent, down to the last percentage, payment order, and payment, in any form convenient for you," the chairman of the city executive committee emphasized. The Mayor of Vitebsk expressed words of gratitude to all enterprises and organizations that agreed to participate in the project. These include OOO "Marko", medical enterprise "Simurg", sewing OOO "Melinda", SOOO "Forteks - Water Technologies", MChPUP "VIK - Animal Health", "OknaInvest" company, and many others (about 50 in total). The form of their participation in the project varies. For example, OAO "Vitebskiye Produkty" paid for the design and estimate documentation, Stroy-trest No. 9 undertook to work without profitability and any markups that increase the cost of the facility, and took out a loan to pay the wages of the builders. The retail chain of OAO "Vesta" pays for the performed work based on actual completion. The Capital Construction Department of the Vitebsk City Executive Committee covered part of the non-production costs. OAO "Vitebskiy Univermag" is ready to provide the kindergarten with necessary equipment – toys, bedding, furniture – after the construction is completed. Local authorities also contributed to the common cause: considering the normal formation of the city budget based on the results of the first quarter, the city executive committee leadership, together with deputies, decided to allocate Br990 million from the city budget for co-financing the construction. Thus, the city also began to finance this facility. Currently, all engineering communications have been laid at the site, the vertical planning of the building has been completed, and the underground part with drainage has been executed. Approximately Br3.5 billion has been utilized. People and machinery, including 2 tower cranes, are working at the construction site. However, the work is being carried out in one shift. There is a possibility to intensify the work, but for this, it is necessary to raise about Br6 billion in the near future, Viktor Nikolaikin noted. The Chairman of the City Executive Committee emphasized the significance of each participant's contribution to the construction of the kindergarten in the Medtsentr microdistrict. According to him, Vitebsk's investment program for 2012 includes 102 facilities in education, culture, public amenities, and other sectors, with a total cost of about Br203.8 billion. This does not include facilities under the "Courtyards" program, road construction programs, capital and current repairs of residential buildings, as well as dozens of facilities planned for construction in Vitebsk this year under regional and national investment programs. Based on the results of the first quarter, Br34 billion has been transferred from the city budget for the implementation of the Vitebsk investment program. 90% of the facilities have been commenced. At the same time, the preschool education facilities being built this year at the expense of the city budget include only two kindergartens in the Bilevo microdistrict. One of them is already under construction, and design and estimate documentation has been developed for the construction of a third kindergarten and a second school here, but their construction has not yet begun. The commissioning of these facilities will resolve the issue of placing children in schools and preschool institutions in this area of Vitebsk. At the same time, the city is actively developing. Not long ago, more than 20 multi-story buildings were constructed in the Medtsentr microdistrict, most of which were occupied by young and large families. "Their construction was not planned under this year's investment program, so, of course, we could have explained this to people and asked them to wait. However, we decided to choose a more difficult path – to build a much-needed facility at the expense of sponsorship funds," the mayor of the city noted.
