Directive No. 4 will allow the private sector to develop qualitatively, according to Vitebsk entrepreneurs
February 22, Vitebsk / Diana Kurilo - BELTA /. Vitebsk entrepreneurs call Directive No. 4 "On the Development of Entrepreneurial Initiative and Stimulation of Business Activity in the Republic of Belarus" their Constitution and believe that it will allow the private sector of the economy to develop qualitatively. Valentin Tsvetkov, Head of the Entrepreneurship Development and Consumer Market Department of the Vitebsk Regional Executive Committee's Economics Committee, told a BELTA correspondent about this.
According to him, entrepreneurs in the region took an active part in discussing the draft action plan for the implementation of Directive No. 4 and made about 20 proposals. A significant part of them concerns property relations, inspections, project lending and state support for small businesses, as well as the reduction of administrative procedures.
All these proposals were reflected in the draft action plan, which fully satisfied the Vitebsk business community and was approved by the Presidium of the Council of Ministers. At the same time, entrepreneurs clearly understand that Directive No. 4 is a program document and not all proposals for its implementation can be accepted simultaneously. Some require additional consultations and calculations, so entrepreneurs are not stopping their work on making proposals.
As Valentin Tsvetkov noted, entrepreneurship in the Vitebsk region receives all-round support. The regional marketing center conducted a study, based on which a list of demanded productions and services for specific districts was created, which can be created by small businesses. Standard business plans for these projects have been developed for entrepreneurs. Private entities have gained wide access to the implementation of 25 key investment programs for the region's development.
As of January 1, 2011, more than 29,000 individual entrepreneurs and over 8,000 small and medium-sized enterprises were registered in the Vitebsk region. In 2010, entrepreneurs created 18,800 jobs, which is almost 75% of all jobs created in the region. Private entities invested Br568.5 billion in fixed capital last year, and exported products by 28% more than in 2009. In January 2011, private business investments amounted to Br32 billion. -0-
