The director of the Vitebsk college credited money to his employees and then misappropriated it

April 26, Minsk /BELTA/. The director of a Vitebsk college was paying his employees money and then appropriating it. Abuse of official powers, as well as other fraudulent schemes by the head of the educational institution, were uncovered by employees of the regional department of the financial investigations department of the State Control Committee in Vitebsk, the press service of the State Control Committee of Belarus informed BELTA. During the investigation, employees of the financial police of the State Control Committee established that in 2009-2010, the college director unreasonably issued monthly orders to award employees bonuses from the wage fund savings. After the college employees received these bonuses, he demanded that they return a portion of the received money to him through the chief accountant. As a rule, employees were asked to give up 30% of the actual amount of allowances and bonuses, which the college director used to organize festive banquets, cultural and mass events, delegation meetings, and congratulations to higher management. As a result of these actions, the college director allowed the misuse of budget funds, causing damage to the Vitebsk State Technological College and its employees in the amount of Br21.4 million. Another fraudulent scheme used by the director to appropriate college funds was related to the forced allocation of financial assistance to his employees. The college director forced his subordinates to fill out applications and statements for the issuance of financial assistance, which was unreasonably allocated by him without holding a joint meeting of the college administration and the trade union committee. A significant portion of the financial assistance (Br26.7 million) was subsequently taken by the director for his personal needs. It was used to renovate an apartment owned by his wife. Moreover, he did not have to spend money on paying for the services of builders. All construction and repair work, according to the director's instructions, was carried out by workers of the Vitebsk State Technological College during working hours, for which they were paid wages. For committing the specified crime, the college director was sentenced to 3 years of imprisonment with a suspension of the sentence for 2 years. The former head of the educational institution will have to pay a fine of 400 base amounts (currently, one base amount is Br35 thousand). In addition, he is deprived of the right to hold positions related to the performance of organizational, managerial, and administrative-economic duties for 2 years. The sentence has entered into legal force.-0-
