"People's Five-Year Plan" started on October 28, 2024, and became an online continuation of the dialogue platforms that were held before the VI All-Belarusian People's Congress, as well as during the period of accumulating proposals for the draft amendments and addenda to the Constitution of the Republic of Belarus for the republican referendum.
Everyone can leave their opinion. You can access the platform via the link or the corresponding QR code to the website "Mirkavanne.bel" from any computer device.
You can do this anonymously or personalize yourself to become a direct participant in the implementation of the proposed idea.
– Dmitry Vladimirovich, what is the strategic goal of creating the online platform?
– We expect that the online platform "People's Five-Year Plan" will become another permanent "channel of trust" between society and the authorities. Since all decisions made in our country are based on the will of the citizens, the implementation of the initiative will contribute to the realization of social demands and expectations associated with the current electoral campaign, the upcoming Address of the Head of State to the Belarusian people and Parliament, the decisions of the VII All-Belarusian People's Congress, and the state programs for 2026–2030.
Speaking of the "People's Five-Year Plan" in the context of Belarusian statehood, I would like to note that society is generally satisfied with the established system of public administration. The level of public welfare is growing, the quality of life is improving, and landscaping is actively underway. We rationally use territories and resources, ensure the comfort of the urban environment, and develop rural infrastructure. However, there is a demand for increased efficiency, mobility, and openness in the interaction between people, civil society, and public administration bodies.
In the sphere of economic structure, I want to note that the country, despite permanent shocks from external factors, is developing, preserving, and ensuring basic social guarantees. At the same time, we are open to citizens' proposals on strengthening the economy and ways to counter modern challenges.
With the help of the platform, we intend to form initiatives to enhance the prestige and significance of professions key to the country (teachers, medical workers, engineers, agricultural workers), and to create a favorable business environment that allows active citizens to participate in increasing public welfare through self-employment (entrepreneurship).
Regarding education and enlightenment, we are focusing on transitioning to a new quality of professional training and upbringing of the future generation. Our youth need to be prepared for real life (increasing the practical orientation of all types of education, accelerating professional adaptation) and to form an active civic stance.
We fully understand that society is accustomed to high standards of medical care and takes them for granted, which is why the main demand is related to improving the quality of service – enhancing the material and technical base, reducing queues, improving logistics, etc.
Another area of the online platform's work is strengthening traditional family values and relaunching ideological and moral education, improving the quality of ideological work by minimizing formalism. Our goal is to involve people in socially significant processes. And media and civil society institutions play a significant role in this.
Citizens of Belarus should be interested in real usefulness, not only political but also social.
– All proposals submitted to the online platform are structured by categories. Which of them prevail?
– The constructive nature of citizens' messages testifies to the functioning of the "People's Five-Year Plan" online platform. All of them are aimed at assisting the state both in specific day-to-day issues and in developing proposals of a strategic nature.
The most popular topics were education, healthcare, life in rural areas and small towns, housing and communal services, agriculture, youth, demographics,
including in the context of further improving national legislation. A significant portion of the proposals concerns the development of regions, including small towns and rural territories.
– Is the "People's Five-Year Plan" a project for consolidating civil society or a new form of studying and analyzing citizens' requests?
– The potential of the online platform allows for solving a whole range of tasks, including studying and analyzing current citizens' requests, consolidating civil society, increasing social activity and responsibility, the usefulness of activities of political parties and public associations, unleashing citizens' initiative, as well as improving the quality of communication along the "individual – society – state" line.
At the same time, it is important to understand that this format is not a sociological survey. Firstly, there are no questionnaires provided here; people can identify absolutely any issues that truly concern them. Secondly, participation is anonymous, so each submitted proposal and initiative is processed separately. Thirdly, this format is not an analogue of platforms that accumulate citizens' appeals, which are mostly complaints in their nature – here, ideas, proposals, and initiatives with creative potential for the further development of the Belarusian state and society are accumulated.
Figuratively speaking, the goal of the platform is to jointly implement an "ideal" model of Belarus, where we will raise children, care for parents, work and receive decent wages, and enjoy life. The priorities are safety, comfort and material well-being, fairness in relationships, and the necessary conditions for self-realization and the development of human potential. The main thing we are laying at the foundation of the entire concept is not just to preserve a sovereign Belarus, but to pass it on in an ideal state to future generations.
– Who is the primary target audience for "Narodnaya Pyatiletka"? What is its target audience?
– Access to the online platform is provided to all users located on the territory of the Republic of Belarus. Accordingly, both our citizens and guests of the country, regardless of their citizenship or any other characteristics, can submit their proposals.
The platform is designed for the entire Belarusian society, for all concerned citizens who sincerely advocate for the fate of Belarus. We would very much like this format to resonate with the youth, who will live in our country, further develop and improve it.
– Can it be asserted that local authorities will use the submitted civil initiatives to improve the quality of life for people in the regions?
– The main message of the platform is constructive. Even when criticizing individual decisions of the authorities, people maintain a pro-state position. Everyone has the right to express how to improve the created Belarusian model. The proposals are aimed at assisting the state in solving specific problems of citizens and in developing proposals of a strategic nature.
Undoubtedly, many of the initiatives submitted by citizens to the platform can and should be used by local authorities to improve people's lives in the regions.
