Consolidated budget revenues of the Vitebsk region in the first quarter amounted to Br938.4 billion.

The consolidated budget revenues of the Vitebsk region in January-March 2009 amounted to Br 938.4 billion, or 110.9% of the plan, the Ministry of Taxes and Duties Inspectorate for the Vitebsk region informed a BELTA correspondent. During the budget execution, an additional Br 92.6 billion was raised. The revenue plan was fulfilled for budgets of all levels. Br 529.3 billion, or 117.8% (additional revenues amounted to Br 80.1 billion), was transferred to the republican budget, and Br 409.1 billion, or 103.2% (Br 12.5 billion), to the local budget. Compared to the first quarter of 2008, revenues to the consolidated budget of the region increased by Br 83.9 billion in current prices. The largest increase in revenues was provided by state-owned enterprises (137% of the level of Q1 2008) and insurance organizations (133.1%). State-owned enterprises and organizations account for the largest share of revenues, forming 83.1% of the revenue part of the consolidated budget of the region. Commercial organizations provided 13.7% of revenues. The share of payments from individual entrepreneurs was 2.1% of the budget revenues, and from individuals - 1.1%. As of April 1, 2009, the debt of economic entities of the Vitebsk region for budget payments amounted to Br 31.4 billion and decreased by Br 1.2 billion compared to the beginning of the year. Permanent debtors to the budget with a debt exceeding Br 1 billion are JSC "Braslav Rayagropromservice", KUPSHP "Sittse", JSC "Vitebsk Instrument-Making Plant" and JSC "Polotsk Plant "Prommashremont". As part of the enforcement measures for debt recovery, the tax authorities of the region eliminated budget arrears of Br 29.3 billion. One of the problems in the region is the unprofitable operation of enterprises. As of April 1, more than 1.2 thousand enterprises, or 8.1% of the registered number, incurred losses. This is 116 enterprises less than in the same period of 2008, however, the total amount of losses increased by Br 52.2 billion in comparable prices. In total, almost 451 thousand taxpayers participate in the formation of the revenue part of the consolidated budget of the region, including over 15 thousand legal entities, almost 30 thousand individual entrepreneurs, and about 406 thousand individuals. -0-
