There is an effect from the implementation of the development program for the Orsha district - Roman Golovchenko
According to the project, Orsha District was provided with unprecedented support measures designed to stimulate development in all spheres of activity. "Today, we need to comprehensively review how the scheme has worked and how the opportunities have been utilized locally. There are certain results: 163 measures have been implemented within half the timeframe. Br1.4 billion has been allocated for their financing, which is 80% of the plan for 2018-2020," said the head of government.
Roman Golovchenko noted that not all projects are being implemented on time. This is influenced by objective and subjective reasons. "The effect of the development program implementation is undoubtedly there. 82% of the measures that were supposed to be completed in the past two years have been carried out. There are delays in the remaining 18%, mainly in the industrial complex and agricultural sectors," he said. "We will discuss each project to identify problems and resolve them."
In the opinion of the head of government, some measures of the subprograms for the industrial and agro-industrial complexes, as well as forestry, can hardly be called successful. In industry, projects are financially intensive, and funds are not being fully utilized. In the agro-industrial complex and forestry, the main measures are experiencing delays. These include investment projects at "Orshaagroprommash," the meat cannery, and the Orsha Tool Plant.
"One project (on organizing the production of modern metal-cutting and auxiliary tools with the implementation of innovative technological processes. - Ed. BELTA) at the Orsha Tool Plant has fallen behind schedule. There are many reasons for this. It is not just a matter of modernizing production, purchasing new equipment or a few machines. This is a serious project with a world-class company, Walter, to produce high-quality equipment in Belarus. It took more time to reach an agreement with the German partner; they took a long time to assess whether to enter this project. The coronavirus also intervened, and the deadlines were shifted. We have addressed this issue with the Ministry of Industry and the enterprise management: there is confidence that the plant will meet the deadline of 2023," explained Roman Golovchenko.
The Prime Minister also visited one of the facilities being built under the Orsha District Development Program. This is a robotic dairy farm for 2,000 head of dairy cattle near the village of Churiilovo. "This is an innovative facility with unique technologies. It was commissioned on June 30. Today, we discussed more about how to recoup investments and stay within the parameters of the business plans, because significant funds have been invested, and a similar return is expected. I expressed concern regarding personnel training and adherence to technologies," added the head of government.
Today, an off-site meeting of the Presidium of the Council of Ministers is being held in Orsha to implement the Orsha District Development Program until 2023. Participants will discuss problematic issues and possible adjustments to the program, but without exceeding the initial timeframes and financial volumes.
