This point of view was expressed today by the Deputy Minister of Architecture and Construction, Sergey Lastochkin. He took part in the meeting of the collegium of the Committee of State Control of the Vitebsk region, where the issue of the results of comprehensive measures to consider citizens' appeals on the issue of compliance with legislation during the commissioning of residential buildings and the elimination of defects in housing construction objects was discussed, BELTA correspondent reports. According to the Deputy Minister, the main problem in the industry lies in the shortage of qualified technical supervision engineers, who, on behalf of the customers, should supervise all technological stages of construction and finishing of objects, and he referred to the existing world experience. "The situation with the quality of construction work depends by 90% on the quality of work of technical supervision engineers," Sergey Lastochkin is confident. In order to attract professionals to this work, enterprises have reserves for a significant increase in wages (currently, the average salary of a technical supervision engineer in the Vitebsk region is about Br1.8 million - approx. BELTA), including through funds saved on eliminating defects. The Deputy Minister considers the builders' references to increasing workloads, lack of technical means, means of mechanization, and labor force to be unfounded. "Thanks to the comprehensive program for the technical re-equipment of the construction industry for 2006-2010, organizations and trusts are technically equipped no worse than European companies," noted Sergey Lastochkin. Today, builders from the Baltics and Ukraine come to work in Belarus, so there can be no talk of a shortage of contracting organizations either. According to the inspection of the department of control and supervision of construction for the Vitebsk region, since the beginning of the year, 216 resolutions have been issued to construction organizations for defective work with the imposition of fines, including 9 resolutions concerning persons carrying out technical supervision. According to the head of the inspection, Alexander Zuev, the state construction supervision intends to further tighten the requirements for technical supervision services. -0-
