Chairman of the Vitebsk Regional Executive Committee Alexander Kosinets instructed to check the effectiveness of foreign business trips of district heads, and to recover from some of them the expenses for their official trips outside the country. He announced this today during the discussion of the socio-economic development forecast for the region for 2013 at a joint meeting of the Vitebsk Regional Executive Committee and the Presidium of the Vitebsk Regional Council of Deputies, a BELTA correspondent reports.

For January-October of the current year, $71.8 million of foreign direct investment has been attracted to the region, including $29.7 million on a net basis. And although the volume of foreign direct investment on a net basis has increased 3.1 times compared to the same period last year, it is slightly less than 21% of the target. About 82% of the total volume of foreign investment was attracted by organizations without departmental subordination, 17.5% by organizations of republican ownership, and foreign investment on a net basis was not attracted by enterprises of communal ownership. Only six districts and cities of the region are fulfilling the target.

Chairman of the Vitebsk Regional Executive Committee Alexander Kosinets instructed to recover from individual chairmen of district and city executive committees the funds spent on their foreign business trips that did not bring the effect in the form of investment contracts or foreign investment. "Control foreign business trips in terms of attracting foreign direct investment. It is necessary to hold district heads accountable for non-fulfillment of the target for attracting investment in the development of their regions," the governor said.

By the end of the year, Vitebsk region expects to attract foreign direct investment in the amount of about $85 million, of which $40 million are net foreign direct investments. The forecast of socio-economic development of the region for 2013, which assumes attracting net foreign direct investments in the amount of $146 million, will be submitted to the regional council deputies for consideration on December 18.
