Facts of mismanagement were discovered by the Regional State Control Committee as a result of monitoring the condition of machine yards in the farms of the Vitebsk region

By the instruction of the Head of State, the Vitebsk Regional Committee of State Control is checking the timeliness of putting machinery into storage, ensuring its safety, and the condition of machine yards.

During the monitoring, numerous facts of violations and mismanagement were revealed. For example, at USHP "Smolyany" in the Orsha district, all 12 grain harvesting combines and 4 combined soil-cultivating and seeding units were not put into storage. The territory of the machine yard was cluttered with scrap metal and written-off spare parts, and in some places overgrown with weeds. In addition, no measures were taken to repair the roof of the shed where grain harvesting combines are planned to be stored during the winter period.

At OJSC "Purplevo" in the Senno district, complex agricultural soil-cultivating and seeding machinery is also treated with mismanagement. Out of 7 available grain harvesting combines, 5 were found to be stored in the repair workshop in violation of GOST 7751-2009 requirements. There was no checkpoint on the territory of the machine yard. Machinery was guarded only at night. The roof of the repair workshop was leaking, some window glazing was damaged, and utility rooms were not equipped.

Based on the results of the inspections, the Committee and the employees of the interdepartmental group have submitted proposals to the relevant farms and district executive committees, and deadlines have been set for establishing proper order and bringing the guilty parties to justice. The situation has been rectified.

In light of the foregoing, the Vitebsk Regional Committee for State Control, as part of the implementation of the principle of violation prevention and proactive control, proposes that the heads of agricultural enterprises in the region and officials of the district agricultural committees of the region study the state of this issue in their assigned territory and in the enterprises they lead, and immediately take exhaustive measures to eliminate all existing violations and/or shortcomings.
The Regional Committee for State Control and specialists of the interdepartmental group will continue to conduct spot checks (monitoring). In case of failure to take appropriate measures based on their results, mandatory enforcement orders will be issued for the punishment of negligent managers and specialists, up to and including their dismissal from their positions.
