The Vitebskoblимущество Fund sold 90 properties at auctions, including 16 buildings and structures of republican ownership

Фонд «Витебскоблимущество» продал с аукционов 90 объектов, в том числе 16 зданий и сооружений республиканской собственности

Following the results of last year, the VitebskOblimushchestvo fund sold a quarter more buildings and structures at auctions than in 2013, and in the region as a whole, at comparable prices, revenue from the sale of real estate and land plots almost doubled. Nevertheless, the problem of increasing the efficiency of state property use remains relevant for the region.

According to the fund, in 2014, almost 460 unused buildings and structures were involved in economic circulation, including approximately 56% of communal property buildings and about 17% of objects of the regional consumer union. The annual target in this area of activity was completed by 62.3%. To reduce the number of idle facilities and stimulate enterprises and organizations to efficiently use property, the regional executive committee in 2014 formed and approved a list of unused capital structures. It included 419 buildings and structures with a total area of 334 thousand square meters. For these, the real estate tax rate was increased fivefold, and about 5.5 billion rubles were additionally received by the budget. This year, 622 objects were included in this list.

Often, due to unsatisfactory technical condition, underdeveloped infrastructure, remoteness from district centers, and, as a consequence, a lack of labor force, many capital structures ready for sale remain unclaimed by potential buyers. Today, the fund has put more than a hundred properties up for auction, about a third of which are sold at a reduced starting price, including down to one base value (180 thousand rubles). As practice shows, if even such auctions are unsuccessful, the balance holder can raise the issue of their write-off and demolition. "In the region, such issues are approached pragmatically. Only what is no longer suitable for use is demolished", _ emphasized the director of the fund "Vitebskoblimushchestvo" Mikhail Pavlyuchkov. In 2015, special attention from authorities and institutions will be focused on ensuring the quality of annual inventories, assessing and putting identified unaccounted-for assets on the balance sheet, and organizing the effective use of state property.

According to Mikhail Pavlyuchkov, one of the effective ways to involve real estate in circulation is to activate investment activities, including with the involvement of foreign partners. "Local authorities and owners in the Vitebsk region in 2015 are to organize work on the more effective use of state property through the implementation of investment projects", _ he noted. Moreover, in recent years, a significant number of regulatory legal acts have been adopted that have significantly liberalized approaches to property sales. Today, this process is carried out using more modern methods, as quickly, clearly, and transparently as possible. In addition, full information about all available offers and objects is provided on the websites of the fund and city/district executive committees. At the same time, the participation of the owners themselves in promoting unused property on the market is also very important - by searching for partners for cooperation, organizing joint ventures, generating attractive projects, including the application of creative approaches to solving the task.

"

In general, we have already saturated the market with offers for organizing small, medium, and large production of goods and services based on unused property, but we need to bring them to potential investors, to interest them, using the capabilities of modern information and communication technologies", _ believes Mikhail Pavlyuchkov.

An example of successful involvement in economic circulation

"hopeless" properties sold at auctions with a starting price of one base value is the building of the former household service facility "Dubnyaki" in the Senno district. In October 2009, it was acquired by individual entrepreneur Yuri Petrov. Based on the structure, the domestic investor organized a modern woodworking shop, which employs more than 30 people.

In 2010, the regional executive committee concluded an investment agreement with the closed joint-stock production and construction company

"Trest Promstroy" for the creation of the health and tourist complex "Plissa" on the site of a military town in the settlement of Plissa, Gluboksky district. The investor received 15 capital structures for gratuitous use and literally revived the buildings and structures, as well as transformed the surrounding space beyond recognition. The region received a worthy facility for recreation and the development of tourist services.

In total, at successful auctions in 2014, the fund sold 90 properties for about 17.2 billion rubles, including 16 buildings and structures of republican ownership (4.3 billion rubles). Revenue from the lease of real estate exceeded 20.9 billion rubles, and income from the transfer of part of the profits of unitary enterprises amounted to 40.2 billion rubles. Work continued on selling property leased for at least 3 years to conscientious tenants: 17 sale and purchase agreements were concluded for more than 8.9 billion rubles. In addition, the state invests heavily in the development of enterprises. These funds should be returned to the budget in the form of dividends, the amount of which for the first 9 months of 2014 exceeded 28.3 billion rubles.

An electronic database of the Unified State Property Register has been formed in the Vitebsk region. As of January 1 of the current year, it includes almost 127 thousand objects of republican and communal property and 30.7 thousand land plots in permanent use by organizations. Of the total area of real estate objects owned by the Vitebsk region and its administrative-territorial units, only 277.7 thousand sq. m (2.8%) are not used.
