The main goal of modernizing industrial enterprises should be to improve people's quality of life. This was stated today at a meeting of the Vitebsk Regional Executive Committee by its Chairman, Alexander Kosinets, reports a BELTA correspondent.

"Modernization should be carried out in the interests of work collectives, and its main goal should be to improve people's quality of life. Without the development of industry, the creation of conditions for increasing labor productivity, ensuring the effective operation of the industrial complex, the agro-industrial complex, and the construction complex, it is impossible to achieve significant wage growth," the governor emphasized.

The program for the development of the industrial complex of the Vitebsk region until 2015 was approved by the deputies of the regional council back in late 2009. Since its implementation in 2010, 383 measures for technical re-equipment and modernization have been carried out. The wear of the active part of the fixed production assets of industrial enterprises has decreased from 67.9% at the beginning of 2010 to 55.5% in 2012. At the same time, during 2010-2012, 140 program measures aimed at technical re-equipment and modernization were not fully implemented.

Of the 1156 industrial enterprises operating in the region, 1137 are implementing development and modernization plans until 2015. The lack of funds does not allow the implementation of three projects at OJSC "Vitebsk Instrument-Making Plant" and at OJSC "Dolomit". The development directions of OJSC "Lepel Repair and Mechanical Plant" have not been determined.

According to Alexander Ksinets, the references by managers that modernization cannot be carried out due to lack of funds should not be taken into account. "If they do not see the sources of funding, it means they do not want (to carry out modernization. - BELTA note)," he is convinced. The governor demanded the introduction of personal responsibility of the director corps for the implementation of production renewal projects and an extraordinary certification of enterprise managers.
