Since January 1, 2011, Belarus is to receive Russian oil and petroleum products without duties and without volume restrictions. This is stipulated by the Agreement on the procedure for payment and crediting of export customs duties (other duties, taxes, and fees with equivalent effect) upon the export of crude oil and certain categories of goods produced from oil from the territory of Belarus outside the customs territory of the Customs Union. The document was signed by the heads of state of the Customs Union on December 9, 2010. It was ratified by the House of Representatives of the National Assembly of Belarus on December 21 and approved by the Council of the Republic on December 22, 2010.
The Agreement establishes new terms for the supply of oil and petroleum products to Belarus. Issues related to the collection and transfer of export customs duties to the Russian budget upon the export of crude oil and certain goods from hydrocarbon raw materials from the territory of Belarus outside the Customs Union have been resolved. -0-
