30 years of State Labor Conditions Expertise

30 years ago, the state labor conditions expertise was established under the State Committee of the BSSR for Labor and Social Protection of the Population. On April 26, 1991, the first regulation on this service was approved by the Decree of the Council of Ministers of the BSSR.

The main tasks of the state labor conditions expertise are to ensure social guarantees for employees and state supervision in the sphere of labor and pension legislation.

Employees engaged in work with harmful and (or) hazardous working conditions are guaranteed by the state the right to compensation in the form of increased wages, additional leave, reduced working hours, as well as early retirement.

Compensation to employees is provided based on the results of the attestation of workplaces for working conditions.

To date, specialists of the regional expertise service have prepared over 7,000 conclusions on the quality of attestation and pension assignment.

Training seminars are constantly held, and organizations are provided with consultative and methodological assistance.

Over time, the tasks and functions of this structure have not changed, but new working methods have appeared.

In 2014, an automated information system for monitoring working conditions in production was implemented in the republic, and an electronic database of workplace attestation results has been formed and is constantly updated.

Over 5,600 attestations conducted by organizations in the region have been uploaded to the republican database by expertise specialists, and for this purpose, over 9,800 submitted document packages have been reviewed.

At the present stage, the work of state labor conditions expertise bodies is aimed at increasing the effectiveness of enterprises in improving working conditions, as well as at carrying out supervisory activities using the full range of preventive and precautionary measures to prevent violations of legislation.
