Decree of the President of the Republic of Belarus No. 506 in effect. Igor Isachenko on the nearest plans for the development of the Orsha district
As Igor Vladimirovich said, before the document saw the light of day, serious work was done at all levels – from the Presidential Administration, the leadership of the Vitebsk Regional Executive Committee, ministries and departments to district authorities.
– The 26 points of the decree reflect what will truly help the Orsha District develop comprehensively in all directions, – emphasized Igor Isachenko. – For this, mechanisms of both financial and administrative nature are prescribed. Thus, it was decided to establish a special taxation regime with reduced rates in the district. To stimulate investment activity, some administrative procedures have also been simplified.
State-owned facilities that can be purchased for one base value have been identified in the district
This will contribute to attracting investors, creating new jobs, promoting employment, and replenishing the regional budget.
By the way, now the Orsha District Executive Committee has been granted the right to dispose of inefficiently used property in republican ownership for prompt decision-making.
Igor Isachenko also considered it important that the use of construction and technical norms established in the EU, EAEU, and the PRC is allowed in the district, with state expertise of project documentation without its adaptation to current standards.
When creating or expanding production facilities, enterprises are exempted from compensating for losses in agricultural and forestry production, as well as from compensatory payments for the cost of removed plant life.
And to further unleash business initiative in Orsha region, there will be a further streamlining of inspection activities and decriminalization of economic risks.
Certain provisions of the decree are aimed at material incentives for personnel by linking the salary level of heads of organizations and civil servants with the results of the Orsha district development program.
It is envisaged to remove the restriction on the ratio coefficient of the head's salary and the average salary in the organization.
– The document has been thoroughly worked out, and the tasks are defined up to 2023, – emphasized the chairman of the district executive committee. – For each year, we must achieve the established indicators in all areas – agriculture, industry, housing and communal services, construction, sports, tourism, social protection. In accordance with the comprehensive development program, we will move forward.
For 2019, the reconstruction of the city Palace of Culture "Orsha", the reconstruction and major overhaul of the stadium in the urban settlement of Bolbasovo, and the development of tourist services are already planned. Opposite the Ice Arena, a hotel will be restored.

Issues of holding branded events are being worked out, in particular, the "Flax Harvest Festival" in the status of republican.
Large-scale construction of dairy farms is underway. The reconstruction of the meat processing plant has already begun. A virtually new production facility is to be created in 2019-2020.
Great attention is paid to the modernization and re-equipment of industrial enterprises. These include the tool plant, Orshaagroprommash, the automatic control devices plant, and many others.
Financial support for the development of enterprises of communal ownership will be provided from the innovation fund of the executive committee.
The head of the region reported that the assignments of the head of state, given in the previous year, have been partially fulfilled:
– The roof of the instrument factory has been repaired by December 31. Work in Bolbasovo has also been completed on time. A number of issues concerning the meat processing plant and the development of the Orsha district as a whole will be under constant control. There is an impetus to bring the district to a new level. Now we need to work tirelessly.
Since Orsha has become a pilot project for the transformation of medium-sized cities, measures that prove to be most effective will be extended to other regions of Belarus in the future.
