Igor Isachenko: "Optimizing the structure of construction complex organizations will help bring the industry to a new level"

— Igor Vladimirovich, it is no secret that today the construction sector is feeling the weight of economic phenomena. At the last meeting of the regional executive committee, the head of the region set the task of creating a new system for the industry in the region. What concepts do you have on this matter?

— The new development strategy is primarily due to the reduction of budget financing, which significantly affects the start and completion times of work at construction sites. Taking this into account, it is necessary to look for new approaches for the industry to function at a normal pace and rhythm. Therefore, one of the main tasks is to search for extra-budgetary sources of financing for the construction and reconstruction of facilities, and the development of infrastructure in districts and cities. To attract investments to their regions, it is necessary to coordinate the efforts of the deputy chairmen of city and district executive committees responsible for construction and economy. This will help maintain a normal investment climate.

The optimization of the structure of construction complex organizations will also bring the industry to a new level. This is especially true for those that significantly lag behind in terms of workload. If we combine three or four enterprises into one small holding, for example, a design institute, a plant for the production of building materials and structures, an organization that is directly involved in

construction of buildings and structures, which will allow them to become more competitive in the current economic situation. However, it is also important in this matter to preserve the core of the team – highly qualified specialists, good workers, as well as material and technical resources. Much also depends on the managers. Those who are closely involved in the competent organization of the work process and the search for projects achieve good financial results.

— Which organizations have already undergone optimization, and which ones are still awaiting transformation?

— We carried out a workforce optimization for the state enterprise "VitebskObelSelStroy". There was also a merger of two PMKs in Glubokoye and Chashniki. The effect is obvious – by acting as a united front, it has become much easier for them to develop markets in the field of housing construction, as well as socio-cultural facilities, roadside services, and the construction of engineering and transport communications. By the end of this year, it is planned to transfer about 10 organizations of republican ownership, subordinate to the Ministry of Construction and Architecture, to regional communal ownership. All major trusts will undergo such a reform, including No. 9 (Vitebsk), No. 16 (Novopolotsk), No. 18 (Orsha), RUP "Vitebsk DSK", etc. In the future, issues related to selstroys will be worked out. More powerful trusts with good technical "stuffing" will join them.

— When creating a new system for the industry, the work aimed at reducing production costs and cutting expenses is of paramount importance.

— Absolutely. Without this, we will not be able to compete in tough conditions, win tenders, and secure volumes even within our region. If another construction organization, more mobile with optimized staffing, with a competent marketing department and a production and technical department, comes along, then, of course, in such a situation, we can lose. Therefore, by the end of this year, the task has been set to reduce production costs by 25%. And we have reserves for this. We need to look at the utilization of equipment and materials. At the same time, attention should be focused on labor discipline and the organization of production.process. It is no secret that when you arrive at a construction site, you can see a picture where someone is sitting around and doing nothing. There should be no "swinging" during working hours! To erect a facility and make a profit, it is necessary to organize work in three shifts. This will reduce costs, lower the cost price, and make construction products competitive.

— Today, it is not enough to learn to effectively solve problems within the industry. It is necessary to establish work at external sites for the export of services, industrial and construction materials. How wide is its geography?

— One of the places where our builders have proven themselves successfully and established their strong positions in the construction of certain facilities is Russia. I believe that our main advantage in the conditions of oversaturated capital markets is the availability of highly qualified teams ready to perform work of any complexity, and enterprises that have undergone modernization and have sufficient capacity for the implementation of large projects. For example, OJSC "Zhilstroy" is actively working on the construction of a 14-story building in Smolensk. Construction Trust No. 18 and RUP "Vitebsk DSK" are building residential buildings in Kaluga. GP "Vitebskobselstroy" also has its own site in the Smolensk region. In addition, this enterprise is involved in the capital repair of buildings and structures in Velikiye Luki.

Currently, an agreement with the Novopolotsk Trust for the export of its reinforced concrete products is in the process of being concluded. Without exaggeration, I can say that the organizations of the Vitebsk region have great prospects for increasing the export of construction services. It is gratifying that the trust of our foreign partners is increasing every year. I think this will allow the builders of the Pripyat region to confidently maintain the raised bar for many years to come.

— Does the issue related to finding new business partners and establishing business connections for the promotion of construction services require refinement?

— Undoubtedly. We plan to meet with the leadership of the regions of the Russian Federation at the regional level to discuss positions for establishing a presence abroadрынке, определения площадок под строительство жилья, объектов социально-культурной направленности. Чтобы не пришлось маневрировать среди «подводных камней», немаловажным является вопрос подтверждения бюджетного финансирования. Кроме того, главной целью нашего визита станет тема экспорта товаров, производимых строительными организациями нашего региона. Сделаем презентацию своих материалов, посмотрим, что есть у них и что можем предложить мы. На основании этого будем отталкиваться и работать.

— Насколько известно на Витебщине за полугодие отмечаются положительные тенденции по вводу жилья в эксплуатацию. Практически все доводимые показатели превысили половину от намеченного за год.

— И это один из лучших результатов по республике. Если быть точным, то за шесть месяцев 2016-го построено квартир общей площадью 166,7 тыс. кв.м, а это 57,7% от годового задания. Ввод жилья возрос по сравнению с аналогичным периодом прошлого года на 12,8%. По многим показателям мы выполнили задание для многодетных семей, отселения граждан из ветхого и аварийного жилья, социального пользования, коммерческого использования госжилфонда. На этом ответственном участке работы за полугодие использовано 1 трлн. рублей (до деноминации) инвестиций. Необходимо отметить, что в разрезе жилищного строительства перспективным направлением является индивидуальное. Это концепция предстоящей пятилетки и направлена на то, чтобы на долю таких домов в общем объеме ввода в эксплуатацию к 2020 году приходилось не менее 50 %. Мы к этому показателю почти подошли. Согласно утвержденной программе «Строительство жилья» на 2016-2020 годы государство планирует поддержать возведение индивидуальных жилых домов: продавать населению стройматериалы по льготным ценам и предоставлять рассрочку на приобретение земельных участков.

— Какие наиболее значимые объекты социальной и производственной направленности появились в этом году?

— После модернизации открылся лечебный корпус областной клинической инфекционной больницы по проспекту Фрунзе. Реконструкция позволила обрести новое дыхание терапевтическому

корпусу областного детского клинического центра на 145 коек. Ввод этого сооружения стал завершающим этапом планомерной работы по созданию полноценного детского клинического центра. Кроме того, введен в эксплуатацию центр сопровождаемого проживания пожилых граждан «Дом милосердия» в агрогородке Бычиха Городокского района. Одним из знаковых мест, которое подверглось масштабной реконструкции, стал мемориальный комплекс «Прорыв» в Ушачском районе. Заработанные в ходе республиканского субботника средства были направлены на завершение всех необходимых работы на этом объекте. К тому же одним из ярких событий в нашем регионе стало открытие на берегу живописного озера в Глубокском районе санаторно-курортного комплекса «Плисса».

Однако есть и те объекты, которые строятся достаточно продолжительное время:витебская поликлиника в микрорайоне ЮГ-7, Миорская больница, больница Семашко в Орше, путепровод Полоцкий в областном центре и др. Поэтому мы выступили с предложением в Правительство о рассмотрения вопроса об их включении в Государственную инвестиционную программу.

Говоря об объектах производственной направленности, важная роль отведена модернизации молочно-товарных ферм. В настоящее время ведется реконструкция 16 таких сооружений, которые имеют высокий процент готовности. Ведь производство молока в настоящее время — это одна из прибыльных отраслей, развитие которой позволит не только создать дополнительные рабочие места, но и решить задачи по укреплению сельского хозяйства и возрождению села.

— Конечно же, сдаче в эксплуатацию любого объекта предшествует поистине титанический труд. И именно строителям представляется исключительная возможность оставить после себя самый заметный след на земле. Чтобы Вы пожелали представителям отрасли накануне профессионального праздника?

— Хотелось бы поблагодарить всех участников строительного процесса за самоотверженный труд, верность призванию. Мы обязаны сохранить лучшие традиции профессии, добавив от своей эпохи что-то новое и прорывное. Искренне верю, что профессионализм, высокая квалификация и
