Igor Sergeenko introduced the new Presidential Aide - Inspector for the Vitebsk Region
Head of the Presidential Administration Igor Sergeenko introduced the new Presidential Aide – Inspector for the Vitebsk Region, Igor Brylo, in Vitebsk.
The main areas that the former Minister of Agriculture and Food will need to focus on in his new position, interacting with the regional executive authorities, are the development of the region's economy in all directions and the social sphere. There is work to be done.
Alexander Subbotin, Igor Sergeenko, and Igor Brylo.
— In the Vitebsk region, in the first half of the year, indicators for the growth rates of investment in fixed assets were not met in ten out of 23 districts and cities, and in two districts, the growth rates of nominal average monthly accrued wages were not met, — Igor Sergeenko cited facts, outlining tasks for Igor Brylo.
— Special attention should be paid to the implementation of the Head of State's instructions on the implementation of one new investment project in each district.
There are issues with industrial production. The region managed to increase its production growth rate by only 1.6 percent, while the republic as a whole saw a six percent increase. In four out of 13 branches of the manufacturing industry, a decrease in output was observed, mainly due to the sluggishness of manufacturers and insufficient activity in finding new sales markets. The growth rate for agricultural products over six months for the northern region was only 0.5 percent. In the current half-year, the region was the only one to allow an increase in cattle mortality by almost 7 percent, and pigs by more than 21 percent. The Vitebsk region also ranks last in the country in terms of average milk yield per cow.
— Also, the region is the "leader" in arrears to the population for purchased milk, which is unacceptable, — Igor Sergeenko emphasized.
Igor Petrovich reminded the region's leadership and its new aide about the republican selector meeting on the harvesting campaign held on July 21, where fair criticism was voiced against the management staff, and outlined the task to conduct the harvesting campaign within optimal deadlines.
Discussing measures to stabilize the economic situation in the region, attention was drawn to
completion within the current year of Decree No. 506 on the development of the Orsha region. Meanwhile, some projects will not be completed within the established deadlines, six will be launched in 2024-2025.Igor Petrovich also recalled the Head of State's instruction to create at least one or two small and medium-sized enterprises in each district to reduce dependence on industrial giants and to fulfill the plan for the development of rural settlements within the framework of the "Village of the Future" project.
Social issues also did not go unnoticed. In the Vitebsk region, more shortcomings were identified in the healthcare sector than in other regions.
— We need to approach the optimization of FAPs reasonably, — noted Igor Sergeenko. — The facilities that are currently being repaired must be completed within the established deadlines.
The Head of the Presidential Administration expressed confidence that Igor Brylo will worthily fulfill the tasks set for him, especially regarding the development of agriculture. He knows the personnel, the regions, and will delve even more attentively and deeply into what is happening, including the hidden processes that negatively affect the development of the region.
— When appointing Igor Brylo as inspector for the Vitebsk region, the Head of State drew attention to the need to raise the region to a higher level, — Igor Sergeenko recalled. — This applies to all issues, so that the region moves up from the last positions in the country in a number of indicators and takes its rightful place.
The Head of the Presidential Administration also met with educators in Vitebsk. Among the topics discussed was "working on mistakes" after the centralized exam, held for the first time in the country. The new Presidential Aide will have to delve into this issue within the first month. Igor Sergeenko believes that special attention should be paid to the following aspects:
— Analysis of information from the field indicates thatthat pedagogical workers are still involved in performing functions not inherent to them. It is necessary to sort this out and bring order here. Also, a position of deputy dean for ideological and educational work should be introduced at all faculties of universities to prevent serious shortcomings and omissions in this area.
