On the city's central square - Victory Square, near the entrance to the underpass by the fountain, there are candles, flowers, and a note: "In memory of those who were just going home." This is how ordinary citizens express their grief and pain from what happened. In all cities and towns of the Vitebsk region, flags are lowered at state institutions today, and entertainment events have been canceled. According to the Internal Affairs Directorate, enhanced patrolling of places with mass gatherings of people continues in the city. Additional security units are on duty at all life support facilities (water utility, heating plants, Vitebskenergo). The Internal Affairs Directorate of the Vitebsk Regional Executive Committee is distributing information leaflets among the population, explaining to citizens how they should act if they find unknown objects and which phone numbers to call.
