Information on the state of industrial injuries in organizations of the Vitebsk region and the implementation of supervisory activities on labor protection issues
According to operational data from the Vitebsk Regional Department of the Department of State Labor Inspectorate (hereinafter referred to as the Department), in organizations of the Vitebsk region for the first half of 2022, the total number of industrial accidents was 102 cases (the same period in 2021 - 82). This includes 7 workers who died (in 2021 - 8), which indicates a decrease of 12.5%.
In addition to the mentioned fatal accidents registered, 34 people died at work due to existing diseases, and based on the investigation results, these cases were classified as non-industrial (first half of 2021 - 26, first half of 2020 - 32, 2021 - 63, 2020 - 61, 2019 - 52, 2018 - 57, 2017 - 43, 2016 - 41, 2015 - 32).
An increase in industrial injuries is noted for severe accidents - from 31 cases in 2021 to 40 in 2022 (an increase of 9 cases). In the first half of 2022, an increase in non-severe industrial accidents was recorded - 55 cases (6 months of 2021 - 43 cases, an increase of 12 cases).
In the first half of 2022, an increase in fatal industrial injuries was observed in organizations of the Polotsk district - 3 (first half of 2021 - 0), Glubokoye district - 2 (0), Miory district - 1 (0).
An increase in accidents leading to severe industrial injuries in the current period of 2022 compared to the first half of 2021 was noted in organizations: Vitebsk city - 16 (9), including in organizations of the Pervomaysky district of Vitebsk city - 7 (4), Oktyabrsky district of Vitebsk city - 6 (3), Zheleznodorozhny district of Vitebsk city - 3 (2), and in organizations of Postavy - 4 (0); Miory - 3 (0); Orsha - 4 (2), Sharkovshchina, Liozno districts - 2 (0); Verkhnedvinsk, Beshenkovichi districts - 1 (0).
Regarding accidents not classified as severe industrial injuries, an increase in industrial injuries for the first half of 2022 compared to the same period in 2021 was noted in organizations in the following districts: Vitebsk – 7 cases (H1 2021 - 2), Novopolotsk city – 7 (4), Postavy – 5 (1), Lepel, Ushachi, Sharkovshchina – 2 (0), Shumilino – 2 (1), Administration of the Pervomaisky District – 4 cases (3); Liozno, Chashniki – 1 (0).
The number of fatal accidents in organizations of municipal ownership increased from 2 to 5, with an increase in fatal injuries noted in organizations in the agricultural sector - 2 (1), housing and communal services – 2 (0).
An increase in the number of industrial accidents leading to severe injuries was noted in organizations of municipal ownership from 18 to 21 cases, including in organizations in the agricultural sector from 8 to 9, in organizations in transport and communications, trade, and those related to other types of activities from 0 to 1 case, and in healthcare from 0 to 2 cases (group accident, traffic accident).
Fatal accidents in organizations of the region occurred under the following circumstances:
- as a result of falling from a height - 2 cases;
- as a result of exposure of the victim to moving parts of equipment, machinery, etc. – 2 cases;
- as a result of a tree falling on an employee - 1 case;
- as a result of exposure to high temperatures – 1 case (ignition of a combustible mixture while using a blowtorch);
- as a result of poisoning by technological fluid – 1 case.
Compared to 2021, there has been a significant increase in the number of industrial injuries involving employees under the influence of alcohol. In organizations of the region, 7 accidents involving employees under the influence of alcohol were registered.
For reference: 4 fatal accidents; (Polotsk district (2) - Educational and experimental forestry of the branch of BSTU "Polotsk State Forestry College", KUP "Housing and Communal Services of Polotsk", Glubokskoye district (2) - OAO "Gluboksky agroservice", UZ "Glubokskaya Central District Hospital") and 3 cases with workers who received severe injuries; (Orsha district (2) - Communal unitary enterprise "Orshakomkhoz", OAO "Orshansky rayagroseviss", Postavy district (1) - OAO "Kamaysky-AGRO" (in January-June 2021, accidents occurred with workers in a state of alcoholic intoxication – 1 fatal outcome).
Based on the results of completed investigations that occurred in the 6 months of 2022, the following characteristic causes of accidents have been identified, the number of which has increased compared to the same period last year:
- violation by the victim of labor and production discipline, labor protection instructions – 19.5% (13.9%);
- failure by managers and specialists to fulfill labor protection duties – 14.6% (13.9%);
- violation of safety requirements during the operation of faulty machinery, mechanisms, equipment, tooling, instruments, and vehicles – 9.8% (0%);
- failure to conduct pre-shift medical examinations or examinations for the presence of the victim in a state of alcoholic, narcotic, or toxic intoxication – 2.4% (0%);
- presence of the victim in a state of alcoholic intoxication – 7.3% (2.8%);
- personal negligence – 16.7% (14.6%);
In January-June 2022, state labor inspectors conducted 31 selective and 10 unscheduled inspections, 148 monitoring activities, and 3 surveys out of a total of 192 supervisory measures. During these activities, 5568 violations of labor and labor protection legislation were identified and ordered (recommended) for elimination.
As a result of supervisory measures, 1007 employees were suspended from work, 274 units of machine tools, machinery, equipment, and 21 workshops, and 8 construction sites were suspended by order of state labor inspectors. For violations of labor and occupational safety legislation, 278 officials were brought to administrative responsibility in the form of a fine totaling 80,288 thousand rubles.
Based on the results of the work for the first half of 2022, information letters analyzing industrial injuries in the districts with proposals were sent to the district executive committees for response measures.
