Information on the state of industrial injuries in organizations of the Vitebsk region and the implementation of supervisory activities on labor protection based on the results of work for 2024

В 2024 году в организациях Витебской области зарегистрировано 34 производственных несчастных случаев (17,5% от общего числа травмированных), произошедших в результате ДТП (аналогичный период 2023 – 14 (6,8%).

Рост несчастных случаев со смертельным исходом отмечается в организациях Городокского, Полоцкого и Сенненского районов на 1 несчастный случай (в 2023 году случаев не зарегистрировано).

Рост несчастных случаев, приведших к производственным травмам в 2024 году в сравнении с прошлым годом отмечен в организациях, расположенных на территории: Первомайского района г. Витебска - 15(10), а так же Витебского - 29 (18), Полоцкого, Глубокского - 13(9); Лепельского - 9(7), Докшицкого - 6 (1); Миорского - 5(2), Шарковщинского, Россонского - 3(1), Браславского - 4(2), Ушачского - 2(1) районов.

Количество случаев производственного травматизма осталось на высоком уровне, в том числе на уровне прошлого года в организациях Поставского района (7), Дубровенского (5).

За 2024 год зарегистрировано 2 производственных несчастных случая, произошедших с работниками, находящимися в состоянии алкогольного опьянения повлекшие получение тяжёлых производственных травм (2023 – 6 случаев).

По результатам завершённых расследований несчастных случаев произошедших в 2024 году установлены следующие характерные причины, по которым количество травмированных увеличилось (в процентном соотношении от общего числа причин):

- нарушение потерпевшим трудовой и производственной дисциплины, инструкций по охране труда – 20,7% (2023 год – 19,1%);

- нарушение требований по охране труда потерпевшим, являющимся должностным лицом – 4,9% (1,1%);

According to the operational data of the Vitebsk Regional Department of the State Labor Inspectorate Department (hereinafter referred to as the Department), in organizations of the Vitebsk region in 2024, the total number of industrial accidents was 194, in 2023 – 205 cases (a decrease of 5.4%). In 2024, 5 fatal industrial accidents were registered in organizations of the Vitebsk region, in 2023 – 13 (a decrease of 62%).

In 2024, 34 industrial accidents (17.5% of the total number of injured) occurred as a result of road traffic accidents in organizations of the Vitebsk region (similar period in 2023 – 14 (6.8%).

An increase in fatal accidents is noted in organizations of Gorodok, Polotsk and Senno districts by 1 accident (in 2023, no cases were registered).

An increase in accidents leading to industrial injuries in 2024 compared to last year was noted in organizations located in the territory of: Pervomaysky district of Vitebsk city – 15 (10), as well as Vitebsk – 29 (18), Polotsk, Glubokoye – 13 (9); Lepel – 9 (7), Dokshitsy – 6 (1); Miory – 5 (2), Sharkovshchina, Rossony – 3 (1), Braslav – 4 (2), Ushachi – 2 (1) districts.

The number of industrial injuries remained at a high level, including at the level of last year in organizations of Postavy district (7), Dubrovno (5).

In 2024, 2 industrial accidents were registered involving employees in a state of alcohol intoxication, which resulted in severe industrial injuries (2023 – 6 cases).

Based on the results of completed investigations of accidents that occurred in 2024, the following characteristic causes were identified, which led to an increase in the number of injured (in percentage terms of the total number of causes):

- violation by the victim of labor and production discipline, labor protection instructions – 20.7% (2023 – 19.1%);

- violation of labor protection requirements by the victim, who is an official – 4.9% (1.1%);

- unsatisfactory content and deficiencies in workplace organization – 4.9% (3.4%);

- involving the victim in work not according to their specialty – 2.4% (1.1%);

- violation of design documentation requirements – 2.4% (2.2%);

- absence or poor quality of labor protection instructions – 3.7% (1.1%);

In 2024, state labor inspectors conducted the following out of a total of 365 supervisory activities: 319 monitoring activities, 43 selective inspections, and 3 unscheduled inspections. During these activities, 6942 violations of labor and labor protection legislation were identified and ordered (recommended) for elimination.

As a result of supervisory activities, 304 employees who had not undergone instruction or labor protection knowledge testing were suspended from work in organizations upon the instruction of state labor inspectors.

Based on the materials from state labor inspectors, 362 authorized officials of the employer who allowed violations of labor and labor protection legislation were brought to disciplinary responsibility. During the implementation of these preventive measures, state labor inspectors suspended the operation of 353 units of machinery, equipment, 13 workshops (sections), and 8 construction sites.

Following the supervisory activities, 596 officials were brought to administrative responsibility in the form of a fine totaling 188.840 thousand rubles.

Mobile groups, including state labor inspectors, conducted 1084 inspections of agricultural organizations, including organizations without departmental subordination and construction organizations, during which 10693 violations of safety requirements were identified.

Joint preventive work with local authorities and economic entities in the Vitebsk region has made it possible to reduce workplace injuries in 2024.
