Investments in the Vitebsk region over 5 years should amount to at least $2.5 billion
Attracting investment and creating new high-performance enterprises will help the Vitebsk region achieve a decent level of sustainable development. This was stated today in Vitebsk by the Deputy Head of the Presidential Administration, Nikolai Snopkov, while introducing the new Presidential Aide - Chief Inspector for the Vitebsk Region, Alexander Poznyak, to the region's asset.
"The total investment volume over 5 years should be at least $2.5 billion, and at least 200 new high-performance enterprises must be created annually. Only such an approach will reduce the region's acute dependence on the petrochemical complex, ensure growth in average wages and population incomes," is convinced the Deputy Head of the Presidential Administration. According to Nikolai Snopkov, a complex of threats to the region's sustainable development is formed by three main mutually reinforcing problems. The first is the low efficiency and effectiveness of economic activity (GDP per employed person is below the national average, per capita exports are below the national average, according to the results of 10 months of 2015, more than a quarter of organizations operate at a loss, etc.). The second acute problem is the low pace of production modernization and intensity of investment activity (in terms of investment in fixed assets per capita, the region lags behind the national average). "At the same time, investment resources are concentrated in cities of regional subordination, which results in further weakening of the economic potential of districts. The third main threat to the region's sustainable development stems from the first and second causes - the reduction of demographic and labor potential, especially in small towns and rural areas," stated Nikolai Snopkov. He emphasized that people are leaving districts where they cannot find work with decent earnings. The Deputy Head of the Presidential Administration expressed confidence that the Chairman of the Vitebsk Regional Executive Committee and the new Presidential Aide know the conditions for solving these complex tasks. "First - personnel, second - strategy, third - coherence of the vertical," stated Nikolai Snopkov. "Regarding coherence
The conversation was special: discipline and an informal attitude towards people are the main requirements of the President." Nikolai Snopkov recalled that when appointing Alexander Poznyak to the position, the head of state clearly defined the scope of tasks, including the creation of an effective personnel reserve together with the governor. "There are enough problems in the Vitebsk region, and some of them are chronic, so the assistant, working together with the governor, must address issues of socio-economic development of the region. Possessing the necessary theoretical training and having colossal practical experience in government bodies, Alexander Poznyak is capable of ensuring the solution of tasks at the proper professional level," the Deputy Head of the Presidential Administration summarized.
