Results of the implementation of the State Program "Energy Saving" for 2021-2025 in the Vitebsk region based on the results of work for 2022
For 2022, the Vitebsk Regional Executive Committee fulfilled all the tasks of the State Program "Energy Saving" for 2021-2025: energy saving target indicators (hereinafter referred to as TIs), tasks for saving fuel and energy resources (FER) and commissioning of energy sources using local fuels.

The largest economic effect from the implementation of energy-saving measures was achieved by: OJSC "Naftan" - 39,927 tons of conventional fuel (55.3% of the total FER savings achieved by the region); RUP "Vitebskenergo" - 9,154 tons of conventional fuel (12.7%); OJSC "PSV" - 2,158 tons of conventional fuel (3.0%); RUPTP "Orsha Linen Mill" - 1,228 tons of conventional fuel (1.7%); GP "VPKiTS" - 982.8 tons of conventional fuel (1.4%).
Cumulatively, the fulfillment of FER savings tasks by the Vitebsk Regional Executive Committee since the beginning of the implementation of the State Program "Energy Saving" for 2021-2025 (hereinafter referred to as the State Program) amounted to 157.8 thousand tons of conventional fuel, against a target of 114 thousand tons of conventional fuel (139.2%), or 59.8% of the five-year target for FER savings of 264 thousand tons of conventional fuel.
These results were achieved thanks to the coordinated work of the structural divisions of the regional executive committee, city (district) executive committees, organizations, and enterprises of the region.
According to state statistical reporting 4-energy saving (Gosstandart), the following measures have been implemented: replacement of 52 inefficient boilers and furnaces with low efficiency with more efficient ones, installation of 100 frequency-controlled electric drives on mechanisms with variable load, replacement of 63 obsolete heat exchangers with more efficient ones, 515 units of equipment with less energy-intensive ones, 82796 lighting fixtures with more energy-efficient or lower power ones,
as well as 91 measures for the implementation of modern technologies and improvement of energy efficiency of existing technologies and processes, work has been carried out to increase the thermal resistance of enclosing structures of buildings, structures, and housing stock by 94180 sq. m, and others.
Within the framework of the State Program, in the Vitebsk region, during the period 2021-2022, projects were implemented for the reconstruction of seven energy sources in the housing and communal services (HCS) system with the installation of additional boilers using local energy resources with a total capacity of 28.3 MW, including 9.3 MW in 2022 in the organizations: "Orshateploseti" settlement Bolbasovo (4.0 MW) on 30.06.2022; UP HCS Postavsky District, Postavy city, 17 Sentjabrja street (2 MW) on 14.10.2022; GP "Kohanovo-HCS" Tolochin city, Banny lane (3.3 MW) on 30.12.2022.

The share of local energy resources in the total consumption of boiler and furnace fuel of the main department of housing and communal services of the Vitebsk regional executive committee for 2022 was 73.2%, in 2021 - 70.2%, an increase of 3 percentage points. In district housing and communal services organizations that implemented projects in 2021-2022, the share of local energy resources in the total consumption of boiler and furnace fuel is approaching 90-100%, for example, CUP HCS Ushachsky District (100%), CUP HCS "Braslav-kommunalnik" (99%), Verkhnedvinskoye GRUPP HCS (95.4%), CUP "Orshateploseti" (90.0%).
Large-scale projects for
measures for replacing imported energy resources are also being implemented in other sectors of the economy. The measure "Construction of a boiler house for the utilization of production waste with the replacement of thermal energy in hot water obtained from the Orsha CHPP" was completed at RUPTP "Orsha Flax Mill". In the 4th quarter of 2022, thermal energy in hot water from the Orsha CHPP was no longer used for heating the industrial zone, finishing and No. 3 factories, and administrative premises. As a result of commissioning work at the boiler house, 3565.6 Gcal of thermal energy was generated from the enterprise's own waste.Boiler house for production waste utilization

Work continues to increase the use of non-traditional energy sources. Measures are being implemented to introduce heat pump units. Currently, 12 heat pumps with a total capacity of 118.6 kW are operated in the region's housing and communal services system. In 2022, 181.6 Gcal of thermal energy was generated for heating and hot water supply needs. On 19.12.2022, the measure of UP VKH "Vitebskoblvodo canal" was implemented at the expense of the enterprise's own funds "Implementation of a heat pump unit at the iron removal station at Titova St., 121G, in Vitebsk". In 2023, it is planned to implement two more measures for the introduction of heat pump units at iron removal stations in Vitebsk (6 kW) and Gorodok (8 kW). The branch "Novopolotskvodokanal" has the greatest experience in operating heat pumps. This enterprise was the first in the housing and communal services system to implement a heat pump introduction project in 2013. Currently, 9 units with a total capacity of 94.5 kW are in operation.
Financing for the implementation of a comprehensive set of energy-saving measures included in the List of Measures aimed at achieving the target indicators of the state program "Energy Saving" of the Vitebsk Regional Executive Committee was planned to be 55376.7 thousand rubles. According to the results of 2022, 56738.2 thousand rubles (102.5% of the plan) were spent on the implementation of measures, including section 1
"Implementation of energy resources saving measures" – 48735.7 thousand rubles, section 2 "Implementation of measures to increase the use of local energy resources" – 8002.48 thousand rubles. The main sources of financing for energy-saving measures are the organizations' own funds (50.3%) and local budgets (37.4%). Credit funds accounted for only 0.4% of the total investment volume, the republican budget – 2.7%, the republican budget allocated for the financing of the State Program – 5.8%; other sources of financing amounted to 3.4%. The funds of the republican budget for the financing of the State Program, planned in the amount of 3309.356 thousand rubles, were fully utilized by the end of the year.
