By February 1, lists of payers for housing and communal services in full under Decree No. 3 will be formed in the Vitebsk region

By February 1, lists of able-bodied citizens not participating in financing public expenditures, who will pay for housing and communal services at full tariff, will be formed.

The Chairman of the Committee for Labor, Employment and Social Protection of the Vitebsk Regional Executive Committee, Alexander Khristoforov, at a working meeting where measures for the implementation of Decree No. 3 "On the promotion of employment of the population" were discussed, reported that initially about 78 thousand people not employed in the economy were included in the database.

Following the work of the standing commissions in the regions, 1.5 thousand citizens with household and agricultural plots, about a thousand people working and paying taxes outside of Belarus, payers of a single tax who managed to get employed by the end of 2018, and other categories of citizens were excluded from it.

Of the remaining number of people not participating in financing public expenditures, only 18 thousand people are payers of housing and communal services, but about 5.3 thousand of them do not use hot water supply, for which, since January 1, 2019, they must pay at economically justified tariffs in 100 percent volume.

– The lists in the databases are constantly being adjusted, and the standing commissions in the regions are currently working on this. 26 such commissions have been created in the Vitebsk region. The main task facing them is to study the situation of each citizen included in the lists in order to exclude cases of unlawful imposition of the obligation to pay for housing and communal services in full, – noted Alexander Nikolaevich, emphasizing that the created commissions work as fairly and objectively as possible.

Last year, they held 375 meetings, including 46 field meetings. Mainly, citizens come for consultation and clarification of legislative and legal acts and norms of Decree No. 3, provide documents confirming their participation in financing public expenditures, and also seek assistance in employment. Thus, by the decision of the regional commissions, 119 people found jobs without referral to the employment service, and another 14 were sent for training.

Information on regulatory legal documents, composition, work schedule, and contact details of regional commissions for coordinating employment assistance to the population is posted on the official websites of city and district executive committees and administrations of Vitebsk.

In general, noted Alexander Khristoforov, the labor market situation in the Vitebsk region is positive: the registered unemployment rate is 0.4%, which is 0.3% lower than last year's figure. There are 2.5 thousand job seekers registered as unemployed for 6350 vacancies in the database of the regional employment service.
