Personnel Day with the Chairman: No Right to Loss

A modern leader must clearly understand that he is a manager of the 21st century. He has a team that, step by step, implements measures for the enterprise to reach break-even operation, calculates reserves for cost savings and revenue growth of the organization. Money must be earned. The chairman of the regional executive committee, Nikolai Sherstnev, began the personnel day with a conversation about this, preceding the appointment of new leaders.

The former director of the Verkhnedvinsk flax mill, Sergey Skovorodko, will now head the Verkhnedvinsk district agroservice. And Vladimir Rakshnya, who previously held the post of deputy director for construction at the Verkhnedvinsk dairy plant, will manage the flax mill. These are significant enterprises for the region's economy. Therefore, the conversation with the directors was thorough. The Verkhnedvinsk flax mill has gained good momentum in recent years: this is evidenced by the revenue growth dynamics; if in 2013 the volume of production at comparable prices was 10 billion rubles, then in 2015 it was already 18 billion, and the enterprise reached profitable operation. The positive dynamics of the flax mill must be transferred to the district agroservice. Sergey Skovorodko will have to expand the package of services provided by the district agroservice and work on increasing labor productivity in order to increase production volumes.

Vladimir Rakshnya needs to continue increasing profits at OJSC "Verkhnedvinsk Flax Mill". The enterprise's problem is the fulfillment of the state order, which has increased 2.3 times this year. The contract with the Orsha Flax Combine will allow the enterprise

receive an advance payment for sowing in the amount of 666 million rubles. Although based on the total cost of the state order, the plant could count on 1.5 billion rubles. In the opinion of the chairman of the regional executive committee, the heads of flax plants are not defending their interests, they are giving in to industrialists. And they are losing money on this. Today, it is more profitable to independently sell flax fiber for export than to sell it at fixed prices to the flax mill. The head of the flax plant must fight for every ruble. Unfortunately, the current practice shows that industrialists are not used to sharing with agrarians.

The new directors at JSC "Uzmensky Kray" in the Miory district and "Lovzhanskoye" in the Shumilino district are Igor Brinkevich and Alexander Bykov.

- You must increase livestock density, weight gain of young animals, milk yield, and improve its quality, - instructs Nikolai Nikolaevich Sherstnev. - We are counting on JSC "Lovzhanskoye". The farm needs to declare war on mismanagement. And it must start with specialists and adherence to technologies.

The directors of the Vitebsk Combine were invited to the personnel day to extend their contracts.хлебопродуктов и Глубокского комбикормового завода Valery Naumchik and Valentin Shcherbakov. Since 2011, Valery Naumchik has managed to solve important tasks of saturating the combine with raw materials and paying off accounts receivable. However, the results of operations for 2015 are not encouraging. The economic situation has also worsened at the Gluboksky Feed Mill.

- Of the four integration structures, the Gluboksky one, headed by the feed mill, has the worst dynamics, - says Nikolay Shcherstnev, addressing Valentin Shcherbakov. - You need to restore the cattle population, increase average daily weight gain and milk yield. And do all this in the near future.

Both enterprises have good prospects. Pig farms started from scratch after the ASF outbreak. Last year, 90,000 head were restored in the region. Animals need to be provided with feed, and there will be a return.

- The hardest part is over, - says the head of the region. - The cattle population is being restored, livestock feeding is under strict control, which means the enterprises will operate at full capacity.

Significant progress has been made at the agricultural enterprises "Uzhitsa-Agro" of Verkhnedvinsk district and "Vidzovsky" of Braslav district. At the first enterprise, the young director has achieved a lot in a year: he has completed the staffing of the livestock complex, expanded the feed base, and increased milk yield and weight gain. "Vidzovsky" also shows positive dynamics. The revenue from milk sales is used to purchase fuel and spare parts for agricultural machinery, and plans are being made for the future. This cannot be said about a farm like "Pestunitsa" in Vitebsk district. The activities of KUSKhP "Pestunitsa", at the suggestion of the First Deputy Chairman of the Regional Executive Committee Gennady Grebnev, will be analyzed within a month to make a decision on its recovery. A struggling farm in the suburbs of Vitebsk has no place. The Deputy Chairman of the Regional Executive Committee Viktor Askerko has been instructed to submit a proposal for the transfer of part of the lands of the "Pestunitsa" farm to RUP "Vitebsk Breeding Enterprise" and OOO "Vitebsk Grass Seeds".

The large farms "Bueshchina" of Sharkovshchina district and "Nadyozhino" of Tolochin district have also been brought under control.

The First Deputy Chairman of the Regional Executive Committee Gennady Grebnev drew the attention of the enterprise managers to the need for timely payment of wages and settlement for electricity. Unfortunately, in some districts, consumer attitudes prevail, where the energy system is considered a "free donor" for farms and complexes. Liability for non-payment of electricity bills will be tightened.

- Any actions of the leader must be accompanied by a positive result, - noted Gennady Ivanovich.
