Personnel day with the chairman of the regional executive committee. Plus a real action program
For the first time, heads of economic services of agricultural and food supply departments of district executive committees were invited to an interview with the chairman of the regional executive committee, along with directors of enterprises and organizations who are appointed to positions or whose employment contracts are extended.
Nikolai Nikolaevich Sherstnev drew their attention to the fact that often during personnel days, managers demonstrate their unpreparedness for work in modern conditions. The economy of many enterprises is experiencing a crisis, and a competent manager must develop a real action program to turn a minus into a plus tomorrow. Analysis of dynamics, understanding of socio-economic development trends in the region, and prompt resolution of current issues all contribute to strategic planning, without which it is impossible to see the prospects of a specific economic activity.
The meat and dairy sector should be profitable. If production costs are not covered by revenue, then all efforts are in vain, and time is wasted. Therefore, today the main emphasis is placed on managers and specialists of economic profile.
The chairman of the regional executive committee is not satisfied with the production indicators at OJSC "Automatic Control Devices Plant" in Orsha district. And although the director of the enterprise, Alexander Margovich, confidently outlined the picture of the implementation of new products manufactured by the plant, the director has been given a one-year deadline to bring the enterprise to stable operation with positive dynamics.
It would seem that farmers today have more favorable conditions than industrialists. The demand for food was, is, and will be. And the requirements for heads of agricultural enterprises are higher than ever. This was discussed during the approval of candidates for new directors of agricultural enterprises in the Chashniksky district – "Chashnikskoye" and "Kashchinskoye" – Sergey Bobaed and Sergey Sadovsky. The latter, by the way, inherited an unenviable legacy – "Kashchinskoye" has a huge backlog of debt obligations. In addition to the fact that enterprises need to increase production volumes, their managers, together with specialists, will have to closely deal with issues of increasing milk commercialization, conduct breeding and treatment measures among cattle, and strive for maximum yield from each hectare of arable land.
The directors of the "Proshkovo" branch of OJSC "Gluboksky Agroservice" Alexander Olekhnovich and OJSC "Rubezhnitsa" of the Liozno district Sofya Bukhalovich admit to a problem with feed. The shortage of grassy reserves for cows has a devastating effect on milk yield.
The conclusion based on the interviews with 12 production directors is as follows: within a year, they must prove their ability for effective enterprise management. During this period, the managers must improve the economic performance of the farm and achieve certain prospects.
The appointment approvals were passed by the new Deputy Chairman of the Committee for Labor, Employment and Social Protection – Head of the Pension Provision Department Nina Kolymaga, Deputy Chairman of the Postavy District Executive Committee Irina Nesteryonok, who oversees economic issues, Director of the Agrarian College of the Vitebsk State Academy of Veterinary Medicine Vladimir Kovganov, Associate Professor of the Department of Feed Production.
The Agrarian College in Luzhesno has faced significant problems in recent years: a decrease in student enrollment, a significant decline in the technical base of the institution, and as a consequence, low employee salaries.
Nikolai Sherstnev emphasized that in the past, the Luzhesnyan Technicum was renowned for its high level of specialist training due to the clear organization of practical training for future agricultural workers. This experience needs to be revived. The number of students should be linked to the demand for relevant personnel. In order to stay abreast of all innovations occurring in the agricultural sector of the Vitebsk region, Vladimir Kovganov is recommended to participate, whenever possible, in practical seminars and meetings held by the regional committee for agriculture and food.
