Personnel day with the chairman of the regional executive committee. The head sets priorities and determines the development strategy
On an interview to coordinate the extension of contracts – two district heads – Lepel and Sharkovshchina. Both have been in office since November 2012. The Chairman of the Vitebsk Regional Executive Committee, Nikolai Sherstnev, asked the Chairman of the Lepel District Executive Committee, Boris Efremov, several questions important for the region's economy. How is the search for sales markets for the products of the Lepel Condensed Milk Plant conducted? Have all agricultural organizations in the district completed the harvesting campaign? How is fodder procurement progressing and why are milk yield increases insignificant? How many dairy farms have been started and are unfinished in the district?
- It is time to think everything through in detail, - says Nikolai Nikolaevich. - The economy of the Lepel Condensed Milk Plant is like a bedside book for you. In product exports, you should not bet solely on the Russian vector. Agricultural organizations need to pay attention to the quality of seed material for agricultural crops, work with hybrids, and expand the sowing of spring rapeseed. In small farms, it is easier to refine technology, observe crop rotation in the fields, and achieve profitability.
The idea of creating a scientific and practical center on the basis of one of the farms in the Lepel district has been supported. The introduction of scientific developments into production will help the village reach new heights.
Of the three dairy farms under construction in the district, it was decided to concentrate attention on one for now, so as not to dissipate funds. The choice fell on the "Chereyshchina" dairy farm. The chairman is instructed to hold headquarters meetings for each commissioned facility.
The agrarian Sharkovshchina district has been actively developing industry recently. A large investment project is being implemented here for the construction of a plant for the production of noble substrates for agricultural purposes and fuel pellets from peat.
- Equipment will be delivered in September, - says Nikolai Bogovich. - Peat extraction is already underway in the fields, so this year we will receive a trial batch. We are trying to accommodate the investor in all respects, who requested another plot for a second plant.
The Chairman of the Regional Executive Committee supported the efforts of the district authorities to create new industrial capacities. Survival is impossible without this. The specificity of the district is such that wood chips can be harvested here in good volumes as a local type of fuel. This task has been set for all organizations. In agriculture, it is important for every hectare to generate maximum revenue. Yes, the fields in the district are small in area, there is a shortage of specialists, and the livestock density is also not high; the chairman needs to find ways to reach a higher level of agricultural production development. In due time, peasant ingenuity helped our ancestors overcome even the most difficult situations. For example, there is currently a widespread deficit of vegetable protein. Why not grow peas, lupins, alfalfa, and legumes? Rapeseed provides good revenue, especially since such raw materials go to the Vitebsk Oil Extraction Plant. A separate topic is grass seeds, which constitute export products.
In order to reverse the economic situation, Nikolai Sherstnev gives the chairmen of the district executive committees one year.
The General Director of OJSC "Vitebsk Oblagoserivs" Viktor Zaikin has been heading the association for seven years. The success of our farmers' farming, field fertility, and the development of effective crop production technologies are linked to the enterprise's performance. Nikolai Nikolaevich was primarily interested in how the debts for mineral fertilizers are being paid off and whether phosphorus and potassium are being supplied to the region's farms. Viktor Zaikin detailed the measures taken for settlements with buyers and suppliers, and for bank loans. The Chairman of KUSKhP "Pridneprovsky" of the Dubrovno district, Valeriy Pyrkin, was advised to study the livestock management technologies at OJSC "Rudakovo" near Vitebsk in order to implement them in the Dubrovno region. There is no need to keep calves in concrete premises when they can be walked in the fresh air under a canopy, on straw. "Pridneprovsky" has significant reserves. Grain yield can be increased from 49 centners/ha to 70 centners/ha, and not enough fodder for livestock has been prepared. The Chairman of KUSKhP has been instructed to increase the average daily weight gain of cattle and milk yield per cow.
Nikolai Sherstnev shifted his attention from agricultural matters to the spheres of the construction industry and the radio-electronic industry.
The General Director of the construction RUP "Vitebsk House-Building Combine" Anton Dubovikov spoke about how the enterprise is emerging from the crisis. Currently, capacities are utilized by half, and profitability is 9%. Nikolai Nikolaevich suggested supplying reinforced concrete products and structures to the external market.
Alexander Voitenkov has been heading the "Display" design bureau for eighteen years. Over these years, the enterprise has managed to make a name for itself in the military-industrial complex in the post-Soviet space. Having successfully joined the Russian program for modernizing front-line aviation, they have managed to both develop new products for the aviation display market and preserve their unique production and team. Alexander Voitenkov, anticipating upcoming market changes, is preparing for production diversification. This includes alternative energy and thermal conditioners. The Chairman of the Regional Executive Committee, Nikolai Sherstnev, has promised to visit the enterprise in the near future.
