Personnel Day with the Chairman of the Regional Executive Committee: Lessons in Effective Management

The appointment of Alexey Okishev as the director of the state enterprise "Orlovichi" in the Dubrovno district is a logical result of a well-thought-out personnel policy in the regions. An agronomist by education, he has worked his way up in the farm over ten years from team leader to deputy director. He not only understands production but knows all the details, identifies problems precisely and accurately. The low density of cattle is due to a shortage of buildings for their accommodation. Low-fertility soils require special agricultural techniques and the organization of competent crop rotation.

The Chairman of the regional executive committee, Nikolay Sherstnev, noting the good indicator of revenue per employee (223 million rubles) at this farm, set realistic tasks for the new director: to increase the cattle population by 2.5 times, so that the density of cattle is 100 heads, and cows – 30 heads per 100 hectares of agricultural land.

- We need to work on production and economic indicators. Why is only half of the milk sold classified as "extra" grade? Daily losses for the enterprise amount to 2.5 million rubles, accumulating to 60 million per month. The economic service of the district agricultural department is not working effectively here, - concludes Nikolay Sherstnev. – An economist "forges" money in the district.

After a financial "liquidation of illiteracy," the conversation shifts to the spring sowing campaign. The Chairman of the regional executive committee is interested in the details: what brand of equipment has gone out to the fields, how the sowing units have been distributed, what is the structure of the sown areas, and which crop per hectare will provide maximum profit. In conducting the spring sowing, it is important to focus on scientifically based crop rotation: grain is a consequence, the predecessor is primary! In sowing, not the pace, but the quality is important. This is the foundation of the future harvest.

Alexey Okishev received a unique lesson in effective production management from the Chairman of the regional executive committee. And along with him, all other managers who came for the approval of contract extensions.

Alexey Victorchik has been heading the Gorovets-named Sennom District State Agricultural Production Enterprise for almost a year. Nearly four thousand hectares of arable land and only... 200 head of dairy cattle, and there's no one to milk them. It has been decided to focus on crop production development.

- You need to create a profitable crop rotation. If you don't meticulously work out the technologies, you'll fail the experiment, - says Nikolay Shershnev, setting the task to grow rapeseed in this enterprise with a yield of 30 centners per hectare.

Maxim Polonsky has been managing the Braslav District State Agricultural Production Enterprise "Braslavsky" for 10 years.

- What will you grow by? - asks the chairman of the regional executive committee, as the analysis of the enterprise's production and economic indicators, alas, does not inspire optimism.

- By sowing leguminous crops, we will work on increasing the dairy herd, - replies Maxim Polonsky.

Nikolay Shershnev sets the task to significantly increase the return per hectare of arable land and per hectare of agricultural land. The field should yield at least two harvests per year. Then the cash revenue will also grow. Increasing the livestock population, ensuring a hundred percent calf survival rate, requires significantly more attention and time. Similar directives for efficient management have been given to the management of the "Ozyortsy" breeding agricultural enterprise in Gluboksky District - director Dmitry Kharitonov. Due to the lack of positive dynamics in OAO "Agro-Selishche" of Ushachi District, its director Viktor Kazhan has been given a last chance to rectify the situation.

The Orsha Bakery Branch of VITEBSKHLEBPROM OJSC, managed by Dmitry Venger, operates profitably. The growth rate of production volumes can be rated as "excellent". The chairman of the regional executive committee, Nikolay Shershnev, sees the future of this enterprise as part of an integrated structure. This will reduce raw material costs, which is a direct path to reducing product cost. The bakery also assists its patron agricultural enterprise, and for this, a special "thank you."

Chairman of the Regional Executive Committee's Economics Committee, Sviatoslav Zarovsky, has been instructed to prepare an analysis of the region's bakeries' performance and present it at the next meeting. The economic situation is constantly changing, and a modern leader needs to grasp this to stay afloat. Failures in production indicators are a consequence of unsystematic management and a lack of economic thinking.
