Personnel day with the Chairman of the Vitebsk Regional Executive Committee
About six months ago, the RUP "Uстье" Agricultural Experimental Station of the Orsha District got a new manager – Fyodor Botyanovsky. Officially, of course, he is the director. However, there was a director before him, but there was no manager. Otherwise, would he have allowed the agricultural enterprise to enter winter with only 11 centners of feed units per conventional head of cattle? Calves on farms were drowning in manure, there were practically no trailers in the cow sheds to deliver feed... Botyanovsky, with his vast experience in agriculture in the Minsk region, took charge and, one might say, has already pulled the enterprise out of the pit it was in and brought it to the forefront in the region.
Nikolai Sherstnev cited this fact as a clear example of the role and influence of a leader on the situation in the team at the regular personnel day of the chairman of the regional executive committee, where four managers were approved for appointments and four more had their contracts extended.
The region continues the intensive rejuvenation of managerial staff, including in the executive vertical. In particular, 34-year-old Sergey Golynchik is moving from the position of chairman of the Belitsky rural executive committee to the post of deputy chairman of the Senno district executive committee.
In 2016, Senno district is to host the regional "Dozhinki" festival, and it must approach this event with good performance indicators. So far, there is not much to boast about; crop yields in recent years have fluctuated between 17-21 centners per hectare. Low yields resulted in feed shortages for livestock, low milk yields and weight gains, and consequently, very modest profits. This year, the district has reached 33 centners per hectare. The grown produce must be utilized in animal husbandry to return good money for the sold meat and milk.
– You will have to correctly form the economy of the region and select a competent team of managers, – the head of the region advised S. Golynchik.
Oleg Yanukovich, 33, worked as the chief power engineer at the production unitary enterprise of communal property "Miory", and he is to head OJSC "Cheressy" of the Miory district. To ensure technological discipline in the farm, he will have to learn agricultural intricacies on the go, relying on key specialists, experienced colleagues from the director corps, and the district and regional committees for agriculture and food. Moreover, the farm has a strong trump card that the new director can go all-in with: a stable workforce, which has been maintained for the last 5 years. What keeps people here?
Even a cursory economic analysis shows that with 4,600 hectares of land, of which over 3,000 are arable, and a dairy herd of 600 head, the farm has little. With such numbers, for positive profitability, the annual milk yield per cow should be around 10,000 liters, but it does not exceed 3,000, although the feed supply is good – 38 centners of feed units per conventional head of cattle. When asked why this is happening, Oleg Boleslavovich sighs regretfully: the human factor...
– For this not to happen, the head must set the tone, – emphasized the chairman of the regional executive committee. – You have not a single day to waste! The performance of workers and specialists must be monitored at every stage of work.
Valentina Labeiko is the old-new head of KUSKhP "Ulsky" of the Shumilino district. While serving as the deputy director of the farm for production, she fell under the "grindstones" of reorganization when their farm was attempted to be merged with RSUP "Lovzhansky". The merger was later canceled, and since April 2013, she continued to perform the duties of the director of the agricultural enterprise.
Like a good hostess, Valentina Vladimirovna clearly knows where, what, and in what "pot" she has things brewing. There is a good core of machine operator personnel, and an abundance of feed. For "Ulyskoye," the main thing today is to rejuvenate and increase the dairy herd, as over the past two years, the enterprise was forced to supply about 2,000 young animals to the "Lovzhansky" livestock complex to the detriment of its own interests. Now, a fattening group of heifers has been created to raise replacements for themselves. Agreements have been reached on the supply of pedigree heifers from farms in the Polotsk district. In other words, V. Labeyko sees the farm's prospects and is working towards them.
Nikolai Sherstnev instructed the committee for agriculture and food of the regional executive committee to support the manager to give the enterprise a boost for rapid progress.
– Low milk yields and a decrease in the dairy herd population are problems characteristic not only of "Ulyskoye" but of the entire Shumilino district. They are exacerbated by the weakness of livestock personnel, including milkmaids, – believes the head of the region. – The regional agricultural production committee needs to pay close attention to strengthening agricultural personnel in this region.
Dmitry Petrashko, who has been managing CJSC "ASB-Agro Novator" of Beshenkovichi district for 6 years, had to pass a very biased "exam" when approving the extension of his contract. Despite his experience, he also proved not to be immune to mistakes. The staffing of the livestock complex with heifers, a decrease in the provision of heifers by almost a third, low milk marketability, and a calf output of less than 60 per 100 cows... These are precisely the bottlenecks due to which the agricultural enterprise is losing profit.
– In every farm, there are many similar missed opportunities, – noted the chairman of the regional executive committee. – A good manager must use them. Directors should not get bogged down in routine work; there are specialists for that. Your task is to calculate the development prospects and create the rules of the game for effective work.
Viktor Tverdovsky will move from the position of chief engineer of the Vitebsk Pishcheprom state association to the position of General Director. He is taking over the management of this structure during a very difficult period: the prospects for enterprises in the alcohol sector are currently unclear, the Slavyanskaya Strana biscuit factory in Orsha is operating at only a quarter of its capacity, with no sales and no funds. There are numerous similar issues across all areas of the association's operations. As emphasized by the Chairman of the Regional Executive Committee, the new head is primarily required to create conditions for the development of enterprises that are part of Vitebsk Pishcheprom.
Sergey Zinoviev, Director of the Novopolotsk Bakery branch of Vitebskhleboprom OJSC, has received approval for the extension of his contract. He has held this position for 10 years. The enterprise is not old, and its production lines have recently been modernized. However, the Novopolotsk bakers have their own specifics: their factory is the only one of its kind in the republic that does not have its own sales region for its products. Although they supply their bakery products and oat cookies to the Minsk region, the Sebezhsky district of the Russian Federation, and when necessary, they "cover" the nearby Polotsk district, the enterprise's production capacity is underutilized by a quarter. The Novopolotsk bakers see prospects in the development of their confectionery line.
However, the head of the region believes that in the near future, the issue of optimizing bread production enterprises will inevitably arise, as the existence of bakeries in Polotsk and Novopolotsk creates unnecessary competition in the consumer market of this region.
When approving the contract extensions for Viktor Mozov, Director of the Lepel Communal Unitary Enterprise of Housing and Communal Services, and Ilya Glushonok, Director of the Postavy District Unitary Enterprise of Housing and Communal Services, it was specifically noted that there is a vast amount of work to be done in the housing and communal services sector. The majority of issues, predominantly minor ones, that the region's population brings to the management concern this sphere. These issues need to be systematized and consistently resolved in each district.
In conclusion, Nikolay Sherstnev once again emphasized that in modern conditions, working in the old way is impossible. Today, leaders are needed who can not only manage a team but also count money. For agricultural workers, this is compounded by the need for strict technological discipline, without which there will be no success.
